The below is just a brief summary: Executive Summary The Chief Administrative Officer (CAO) of the United States House of Representatives wishes to facilitate access by House offices to news and legal information services of varied content formats and diverse sources. The CAO seeks software products and/or services for the Web based delivery of news and legal information services enterprise wide that have a media management option in which the users can access a database of journalism contacts and use the system to distribute and track press releases. The CAO requires immediate and reliable access to local, national and international news from varied sources, including the internet, radio, television, live newswires, transcripts, and publications. Timeliness, depth of content, ease of use, and the ability to identify, manipulate, distribute and share information within the House community are all critical features for the successful delivery of news and legal information services to the staff of Member, Committee, Leadership, and Support offices. The CAO envisions both anonymous access for all users within the House network and personalized features for authenticated individuals. The CAO would also like the option of integrating the news and legal information services with the House intranet portal (running on Oracle WebCenter Interaction). Integration into individual office SharePoint team sites is also a possibility. The CAO seeks creative and flexible proposals that deliver the best value for the House. Specifically, the CAO seeks solutions that offer the best content and most desirable features in an economically and technically practical manner. A comprehensive news and legal information service that covers all requirements is desirable. However, vendors that can deliver only some of the preferred or optional content source defined below are encouraged to submit proposals. The CAO will consider awarding multiple contracts to a variety of vendors.
