Description
The Program Manager-Special Operations Forces Survival, Support & Equipment Systems (PM-SOF SSES) office at the U.S. Army Soldier Research Development, and Engineering Center, Natick, MA is seeking fire resistant (FR) materials for possible use in the Special Operations Forces Protective Combat Uniform (PCU) items. The paragraphs below detail the categories of materials that are being solicited. Manufacturers can submit materials for any or all of the below materials. The material shall meet the following critical performance requirements: Next-to-skin fabrics: Lightweight performance materials with wicking and quick drying capabilities. Weight: 3.3-3.7 oz/yd2; Air Permeability: 675-765 ft3/ft2/min; Clo: 0.10-0.70; Moisture Vapor Transfer Rate (MVTR): 1575-2500 g/m2/24hr Light insulative fabrics: Materials to be worn next-to-skin which provide insulation in extreme cold and moisture management. Weight: 6.0-7.0 oz/yd2; Air Permeability: 145-235 ft3/ft2/min; Clo: 0.40-0.80; MVTR: 1100-1800 g/m2/24hr Heavy insulative fabrics: Provide extreme warmth, and is highly compressible. Weight: 6.0-7.2 oz/yd2; Air Permeability: 345-370 ft3/ft2/min; Clo: 1.30-1.40; MVTR: 2000-2300 g/m2/24hr Micro fiber shell materials (soft-shell): Breathable materials which provide water and wind resistance. Weight: 5.0-6.0 oz/yd2; Air Permeability: 0.3-5.0 ft3/ft2/min; MVTR: 775-1000 g/m2/24hr Wind resistant materials: Highly compactable materials which block wind while still providing moisture management. Weight: 2.0-3.5 oz/yd2; Air Permeability: 0.1-1.0 ft3/ft2/min; MVTR: 775-1000 g/m2/24hr Impermeable materials: Waterproof materials that are breathable and offer moisture management. Weight: 3.40-3.75 oz/yd2; Air Permeability: 0 ft3/ft2/min; MVTR: 500-700 g/m2/24hr Loft insulative materials: Provide warmth in extreme conditions, both wet and dry, compressible, offers water repellency and is fast drying. Weight: 5-6 oz/yd2; Air Permeability: 0.1-1.0; Clo: 0.60-0.75 Combat uniform fabrics: Temperate weather materials, such as 50/50 NYCO. Can be synthetic or natural fibers. Weight: 5-7 oz/yd2 All materials must also meet the following FR standard (Threshold requirements are required performance levels and Objective requirements are desired performance levels.): Test method: ASTM D-6413, Initial & after 25 Launderings according to AATCC 135,3,V,Aiii Characteristics being examined are: Vertical Flammability, After Flame (AF) (sec), After Glow (AG) (sec), Char Length (CL) (in), and No Melt/No Drip. Threshold performance levels are: 2.0 sec max AF, 10 sec max AG, 5.0 in max CL Objective performance levels are: less than 1.0 sec AF, less than 8 sec AG, less than 4.5 in CL This Sources Sought notice is subject to the Berry Amendment, 10 USC 2533a. Manufacturers who believe they have product(s) capable of meeting the above requirements are requested to submit 1 yard of material and a test report showing performance characteristics of the material by 15 January 2010. Manufacturers must be able to supply 40 yards of the material for testing and prototyping if their material is selected for evaluation. There is no color requirement for the testing material; any readily available material may be utilized. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation.
