- This action is being procured as part of the American Recovery and Re-Investment Act (ARRA) of 2009. All questions regarding this SYNOPSIS should be submitted in writing to the following e-mail address: Stephanie.murphree@usace.army.mil. This Acquisition shall be competed as a 8(a) competitive acquisition. This synopsis is for the purpose of a pre-solicitation notification only. Competition is limited to 8(a) firms in Oklahoma and will not be restricted by stage of 8(a) Program participation. Those firms with an approved bona fide place of business within the state of Oklahoma are eligible to submit proposals. Verification of the approved bona fide place of business will be verified by the US Small Business Administration, Oklahoma District Office. The US Army Corps of Engineers, Tulsa District intends to issue a solicitation for Murtha II Electrical Utility Repair at McAlester AAP, McAlester, Oklahoma. This contract shall include: replacement of 18,500 feet of 3 phase medium voltage line with specified wood poles, wood crossarms, and insulators; replacement of 42 pad mounted transformers with medium voltage conductors, concrete pad, transformer panel boards, and low voltage service conductors with conduit; replacement of 32 wood poles with crossarms, arm pins and insulators; and replace 3-single phase reclosures with 1-three phase reclosure at six (6) locations. All work except final connections shall be accomplished with the medium voltage and low voltage systems energized. The construction sites are in ammunition production and storage areas. The Contractor will be required to sign a document acknowledging that he understands the hazards and accepts the risk of working in the area. The contract type will be a firm fixed price contract. The magnitude of this project is $1,000,000 - $5,000,000. The period of performance (days for completion) is 335 days. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The Government will select the best overall offer, based upon an integrated assessment of Technical, Performance Capability, and Price Factors. The North American Industry Classification System (NAICS) code for this program is 238210, and the Classification Code is Z249, and a business size standard of $14,000,000. This solicitation will be issued via Internet only on FedBizOpps website at www.fbo.gov. Notification of amendments shall be made via FedBizOpps only. It is the contractors responsibility to check the above listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date, as specified on the SF 1442 of the solicitation. Estimated solicitation issue date is on or about December 23, 2009. Proposals are anticipated to be due on or about January 27, 2010. A site visit will be provided and the information concerning the site visit will be in the solicitation. Contractors must have completed their Online Representations and Certifications, in order to receive a Government contract award. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when the BDS has adequate time for a thorough review before the proposal due date. No corrections and/or changes are allowed after time of submission of proposals.
