Description
This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of firms to execute oversight of performance testing at a thermal destruction facility. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. There will be no responses to questions and no return of provided literature or materials. Potential offerors having the skill, capabilities necessary to perform the described project are invited to provide feedback. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition under the Non-Commercial Simplified Acquisition Procedures. We encourage all firms to respond, including but not limited to, HUB Zone Small Business, 8a, SDVOSB, VOSB, Small Business and Other than Small Business. PROJECT DESCRIPTION The following description is typical of the air emissions testing observation that require contractor services. This project consists of technical support for EPA Region 9 for a Los Angeles, California EPA Superfund Site. The contractor will conform to the requirements of ASTM D7036-04 Standard Practice for Competence of Air Emission Testing Bodies. Work entails review of work plans, approved test protocol, observation of air emission testing by a qualified source testing individual by a qualified source, and review of an air emissions testing report. The Contractor will be required submit a Conflict of Interest and Non-Disclosure Statement form for all employees directly working on this project. The work must be accomplished by qualified and experienced professionals. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers of any prospective contractors project execution capabilities. Please provide your responses to the following. The total submission is limited to 15 pages. 1) Name, address, point of contact, phone number, and e-mail address. 2) Interest in submitting a proposal on the solicitation when it is issued. 3) Capability to perform inspection and compliance tasks, specifically stack emission observation. Project examples of comparable work performed within the past 5 years, including a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. 4) Resumes of key personnel including, Certifications and Professional registration of key individuals. 5) Type of business and size (Other than Small Business, Small Business, HUB Zone Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, and/or Small Business, 8(a), (etc) and any applicable SBA certifications. 6) Percentage of work anticipated to be executed with in house resources. 7) Office locations and staffing. This sources sought is not a Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach. Short statements are requested regarding the companys ability to demonstrate expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. This request is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
