Description
THIS IS A SOURCES SOUGHT SYNOPSIS. THE UPCOMING SOLICITATION WILL BE ISSUED AS AN 8(A) COMPETITIVE SMALL BUSINESS SET-ASIDE. The Government intends to acquire a commercial item using FAR Part 12. The Government is seeking companies interested in providing Janitorial Services at the Federal Law Enforcement Training Center at Glynco, Georgia (FLETC). The purpose of this announcement is to conduct Market Research for sources interested in performing the FLETC Janitorial Services. The Federal Law Enforcement Training Center trains approximately 30,000 students per year and serves 83 agencies that demand high performance standards. These high performance standards require custodial services be accomplished in an efficient, effective, and timely manner. The services to be performed are custodial services for at least 230 buildings totaling approximately 1,658,000 sqft at the FLETC, Glynco, Georgia The Contractor shall furnish all labor, equipment, supplies and supervision, to perform custodial services at FLETC, Glynco, Georgia. The Contractor is responsible for planning and scheduling work to ensure material and labor availability is adequate to complete work requirements within the response times and quality standards. The services include but not limited to: sweeping floors; mopping; vacuuming; emptying waste baskets; cleaning/supplying restrooms; stripping and waxing floors; buffing floors; furniture cleaning; elevator cleaning; shampooing carpets; watch stander services; and, cleaning chalk boards and water fountains for buildings on the FLETC, Glynco, Georgia. The watch standing services are covered by providing a staff person in designated buildings to respond to minor emergencies that may occur that require less than one (1) hour to correct. An Airborne Lead Employee Exposure Monitoring Program will be required for several areas that may involve cleaning areas that are contaminated with lead. Some buildings have been tested and exposure to lead is probable without personal protective equipment. The FLETC has numerous classroom buildings. The contractor will be responsible for planning and scheduling work in these buildings so that training is not interrupted. The contractor will be responsible for setting up the desks and chairs in a pre-determined configuration. The FLETC has a Health Care Facility building. The contractor will be responsible for scheduling and cleaning this building. The role of janitorial services in combating infections in a clinical environment requires uniquely different cleaning techniques as compared to the general practices of the building cleaning service trade. The FLETC has numerous buildings that are used for training with paintball guns, Non-Lethal Training Aids (NLTA) and live fire ammunition. The contractor will be responsible for planning and scheduling around the training classes and must be knowledgeable in removing paintball residue, NLTA residue, gunpowder, bullet fragments and casings from all surfaces. The contractor shall provide pest control services. Any household pests shall be exterminated in the buildings covered by this contract. The contractor shall provide an annual inspection of all buildings and exterior adjacent areas for wood-destroying organisms. The FLETC is considering the addition of janitorial services for the Child Care Facility. If added, the contractor shall be knowledgeable and responsible for maintaining this facility. The FLETC is considering the addition of janitorial services for the gymnasium which will include locker rooms, exercise and weight rooms, mat rooms and other training areas. If added, the contractor shall be knowledgeable and responsible for maintaining this facility. The due date for sources sought information is close of business (COB) on December 16, 2009. After the acquisition team receives this information, a determination will be made whether or not to hold capability briefings. If the team intends to hold Capability Briefings, they will be held December 21, 2009 and December 22, 2009. The Acquisition Team will contact the vendor to schedule a briefing by COB December 18, 2009.The briefings should not be more than 30 minutes in duration. The designated NAICS Code is ¬¬¬¬¬561720, Janitorial Services, and the size standard is $16.5 million. The FLETC anticipates award of a Firm Fixed-Price, Single Award Contract. Indefinite Delivery Indefinite Quantity Contract Line Item Numbers are being considered for Service Work Orders. This award will include a 30-day phase-in period with a base period of eleven (11) months and four (4) 12 month option periods. Also, two (2) 12 month Award-Term options are being considered. The solicitation will be will be posted in FEDBIZOPPS and issued on or about March 21, 2010 and will close on or about April 30, 2010. The Government will hold a site visit at FLETC, Glynco on or about April 6, 2010. This will be reflected in the solicitation. All dates are tentative. All amendments will be posted on FEDBIZOPPS.
