Description
The Naval Surface Warfare Center, Panama City, FL intends to award a sole source contract to Northrop Grumman Aerospace Systems, Melbourne, FL for the acquisition of low rate initial production (LRIP) Phase III AN/AES-1 Airborne Mine Laser Detection Systems (ALMDS) and support equipment. This procurement action will consist of engineering and manufacturing services to fabricate and assemble the following equipment: Up to four (4) ALMDS LRIP units. Up to eight (8) Maintenance Laptop SystemsUp to eight (8) Cable AssembliesUp to eight (8) Purge and Fill UnitsUp to eight (8) Breakout BoxesUp to eight (8) Support Equipment Shipping Containers This contract action also includes services for "Teardown and Evaluation" services and repair of up to two (2) ALMDS Engineering and Development Model Systems (EDMS). Services also include post-delivery technical support for non-recurring engineering services for laboratory, field, flight test events, preparation of Engineering Change Proposals (ECP), and other related topics. This acquisition is unsuitable for full and open competition for the following reasons. Northrop Grumman Corporation is and has been the sole developer of the AN/AES-1 ALMDS system since the competitive award of the SD&D phase contract (Contract No. N61331-00-C-0022) in FY 2000. Given the complexity of the system and the level of system knowledge required to fabricate and assemble the required equipment as well as provide the technical services, Northrop Grumman is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully produce the systems. There are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk and significant technical risk to the Government.
