Description
The Military Sealift Command (MSC) Maritime Policy Division (N13) provides its mariners with the following instructor-lead, synchronous courses: (1) Forty Hour Antiterrorism Officer (ATO); (2) Eight Hour Chemical, Biological, Radiological Defense - Basic (CBRD-B); and (3) Forty Eight Hour CBRD - Officer (CBRD-O). These courses provide licensed merchant marine officers and unlicensed mariners with the knowledge skills and abilities of developing and maintaining an antiterrorism program, conducting assessments and evaluations, and creation of antiterrorism plans and developing and maintaining an effective CBRD program including planning for and recovery from CBR events aboard MSC controlled, manned or contracted vessels. These courses are currently delivered via subject matter expert (SME) led Power Point presentations which lack the structure and standardized instructional systems design methodologies and documentation required for repeatability and exportability. MSC required Contractor support services to provide professional and technical support for curriculum review and revision of the courses listed above. The Contractor support shall be accomplished under the coordination of the MSC N13 Maritime Forces Training HR Development Specialist, MSC Contracting Officer’s Representative (COR), and other, various MSC personnel. The solicitation resultant from this notice will be available on or about 14 December 2009. Once the solicitation has been posted, it will be available at www.msc.navy.mil.
