Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.105 on a sole source basis with LKC Technologies for the following: LKC SunBurst Color LED Ganzfeld Stimulator – This highly sophisticated flash stimulation device offers the following set of capabilities not found in any other commercially available Ganzfeld full field flash stimulation device. •10.5 orders of magnitude of luminance range (+30 dB to -75 dB) in 1 db steps •LED stimulation from 2.5x10-5 to 180 cd-s/m2 (-50 dB to +18 dB) in any arbitrary color and from -75 dB to -50 dB LED stimulation in white •Xenon flash luminance from 0 dB to +30dB •Background light luminance from 0.005 to 5,000 cd-s/m2 in any color. In white as low as 10-6 cd/m2 •Infrared flash stimulation for testing retinal implants •Built-in fixation camera •Ergonomic – attaches to any VESA-compliant LCD display arm allowing wall, table, or portable cart mounting. The arm included with the system lets you bring the ganzfeld to the patient, and is ideal for pregnant or elderly patients. •Easy slide on / slide off capability to allow manual positioning of the ganzfeld over a prone patient. Ease of manual positioning enhanced by light weight (5.0 lbs.) and built-in handles. •Normal data – The ISCEV-standard ERGs produced by the LKC SunBurst Ganzfeld match those of all prior LKC systems, so prior normal data and results can be compared to the results obtained from the LKC SunBurst Ganzfeld device. •The only ganzfeld currently available that is confirmed to have the brightness and dynamic range to meet the proposed ISCEV ERG standards without needing any hardware upgrade. This will be a firmware only modification if the standard is passed. Signal Acquisition System: LKC’s patent-pending Universal Biomedical Amplifier (UBA) is a DC digital amplifier featuring four differential channels weighing less than one pound and offering direct signal digitization and true DC recording capability. This amplifier technology is exclusive to LKC and offers the following clinical benefits: •Digitization of the signal immediately upon entry into the amplifier: oMakes downstream noise coupling impossible since the signal is digital – offers ultra-low noise and high sensitivity for clean, clear biomedical signal acquisition. •Absolute isolation using fiber optic connectivity for patient safety •Sampling rate controlled via software up to 2,000 samples per second •Software-controlled digital filtering •Light weight and easy to use Software capability: LKC offers an exclusive suite of testing protocols and capabilities that are unique. Again, this is a notice of intent to negotiate on a sole source basis with LKC Technologies for the continuation of services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by December. 11, 2009 at 12PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
