Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS. Sources Sought notice: NIHOF2010215 The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Businesses, including, HUBZone, Service-Disabled Veteran-Owned, 8(a), and Women-Owned small business concerns capable of providing all management tools, supplies, equipment and labor necessary to provide turnkey Andover/Integral ContinuumSI access control system services. This notice is conducted according to FAR subpart 19.2 to survey the capabilities of small business to provide the required services. This announcement constitutes a Sources Sought notice and a separate written solicitation will be issued at a future date. The North American Industry Classification (NAICS) Code is 561621 and the business size standard is $12.5 million dollars. It is the intent of the National Institutes of Health (NIH), Office of Research Facilities (ORF), to procure services to provide turnkey cardkey system services, including all equipment not furnished by the government, material, installation, engineering and management as required to install cardkey systems in the NIH Clinical Center, Building 10, located at the National Institutes of Health's (NIH) main campus in Rockville Maryland. DESCRIPTION OF THE REQUIREMENT: NIH Bethesda, MD campus location houses important laboratories and hospital spaces that require design and installation of cardkey access control security doors with monitoring systems. The Bethesda campus access control security system uses parts exclusively provided by the security company Andover Continuum. The contractor must be an factor certified security integrator for the existing system manufactured by Andover Continuum, 4th generation or newer with a minimum of five (5) years of installation experience. The Andover/Integral ContinuumSI security system is a proprietary computer based security platform. The contractor shall provide security services for 300 doors, with options of an additional 25 to 75 doors; exact door listings will be developed upon contract award. Door security devices will be monitored remotely from a central campus location and security devices shall be integrated into existing Data Gathering Panels (DGP). In addition to other codes and references contained within the systems full specifications, contractors shall comply with the following codes for security, safety, installation, and workmanship standards: 1. Underwriters laboratories (UL) Standards A. UL 294 Access Control Systems. B. UL 1076 Line Supervision. 2. Local Authorities Having Jurisdiction (NIH Division of Physical Security Management) A. Federal Communications Commission (FCC) Rules and regulations. B. FCC Part 15, Radio Frequency Devices. 3. The Electronic Security Systems shall be installed in accordance with all applicable guidelines and standards including, but not limited to, the following: A. NIH Guidelines for Construction. B. NIH Guidelines for Physical Security. Cardkey Access Control Technical Information: Contractors will be responsible for researching information regarding the NIH access control system, how it work, parts used, manufacturer, different door sizes, hardware required at door locations, and security requirements for different categories of doors. Government Furnished Property (GFP); where GFP spacers is unavailable, contractor shall install new panels to include net controllers, power supplies, back up batteries, etc. There will be a Building 10 site visit conducted during the solicitation process. Due to National Security mandates, upon contract award, additional information will be made available thru the NIH Bethesda Campus. Tasks are to include but are not limited to: 1. Contractor shall provide design documentation, configuration, and access control Installation in accordance with technical specifications. 2. Provide access control Installation in according to specifications/Integration; provide Acceptance Testing in accordance with technical specifications. 3. Provide staff training, Operations and Maintenance Manuals. 4. Perform Preventative Maintenance to system during warranty period. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: The contractor's must include in their Capability Statements, the company name, address, etc., the Duns and Bradstreet Number (DUNS), and the certification of business size, NAICS Code http://www.census.gov/epcd/www/drnaics.htm. Capability Statements are limited to 25 pages in size. Interested vendors capable of furnishing the government with the services specified in this Sources Sought notice should submit their Capability Statements to the email below address. Capability Statements will be due fifteen (15) calendar days from the publication date of this notice, or December 18, 2009 at 2:00 pm (EST), Eastern Standard Time. The Capability Statements must reference Sources Sought number NIHOF2010215. All responsible sources may submit a Capability Statement, which if timely received, shall be considered by the agency. Capability Statements must be submitted via email only.
