- THIS IS A REQUEST FOR INFORMATION (RFI). The U.S. General Services Administration is conducting a market survey to determine if sources are available, and requesting information to determine current industry capability to provide the historic preservation services for the below requirements. The U.S. General Services Administration seeks comments and suggestions to improve future requirements statements. Any information provided to the government in response to this RFI is strictly voluntary and at no cost to the government. This is a market survey requesting information that may be used in support of a potential requirement. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this market survey will not be returned. Information is being requested in order to improve future requirements. Information received will not be used to evaluate contractor capabilities. General Services Administration is seeking historic preservation contractors that may provide the following qualifications and or capabilities. Historic Preservation Architect A. The Contractor shall be able to provide an historic preservationist (architect) who meets the minimum qualifications for the architects and architectural conservators as set forth in the Secretary of the Interior’s Professional Qualification Standards in conformance with 36 C.F.R. 61.4 and 36 C.F.R. Part 61, Appendix A, Professional Qualifications (Historic Architect Standards) to perform consultant services of design and construction of alterations affecting building’s exterior or historically significant interior spaces. At a minimum please provide qualifications for Historic Preservation Architect: •Name •Training •Apprenticeships, both academic training and on the job training. •Experience record •Years with firm •Total years performing specialty work. General Contractor Experience A. Contractors shall select at a minimum three (3) projects that are relevant to the project that affect the GSA/NCR that your firm has successfully completed a project demonstrating size and scope complexity involving projects dealing with historic buildings within the last five (5) years for properties on the National Register of Historic Spaces. B. Submit list of historic project including name, location, cost, Owner/Architect/Engineer’s name and phone number. Successful experience shall be demonstrated in visual and descriptive documentation of projects consistent with The Secretary of the Interior’s Standards for the Treatment of Historic Preserving, Rehabilitation, Restoring, and Reconstructing Historic Buildings (U.S. Department of the Interior, National Park Service, 1992). C. Photographs shall accompany each project to indicate the result of your firm’s work. Use judgment regarding the distance from the detailing which you wish to demonstrate. Coordinate the written data with photographs describing the work performed. Supplier specific information provided should include but is not limited to: a) Name and addresses (including phone numbers and Point of Contacts, b) Discussion of capability of providing the described historic preservation experience; c) Catalog and other company descriptive literature, pricing, and current availability with delivery timeframe; d) Any contractor restrictions in meeting the requirement. For example indicate if your operations are limited to certain geographical areas. Suppliers may also include any customary commercial contract terms and conditions; e) Indicate if your firm is a Small or Large Business, HUBZone and/or 8(a), CAGE code, Dun and Bradstreet number, Tax ID Number, and GSA schedule should you hold one. This is not a request for proposals and there is no bid package or solicitation document associated with this announcement. The requested information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
