Description
This is the first phase of the procurement for the construction and relocation of a VHF Omnidirectional Range (VOR) in Kona, Hawaii. In the first phase, as outlined in this solicitation, we will prequalify vendors in accordance with the listed evaluation criteria. The QVL will rank vendors according to their strengths and weaknesses as proposed in each of the applications. In the second phase, after the qualified vendors list (QVL) is established, a second solicitation will be issued to all members of the QVL. That solicitation will contain a finalized statement of work, specifications and drawings. It will also include the corresponding Davis-Bacon Wage Determination and, if applicable, require a sub-contracting plan. At that time, only a price and a cover letter will be requested. Price will be considered in conjunction with the scores allotted to the firms in the first phase of the solicitation. Price is of secondary concern to the Agency and technical factors are more important, therefore, award may be made to other than the lowest priced offer. In other words, the Agency is seeking offers which provide the best combination of attributes and price in order to select the greatest value or "best buy" offer. For consideration purposes, a tiered evaluation of offers will be used in this source selection. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. Once offers are received the FAA will evaluate a single tier of offers according to the order of precedence specified in this SIR. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. The tiered order of precedence for considering offers is (from first to last): a)Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program.b)Service-disabled veteran owned small business (SDVOSB).c)Very small business.d)Small business.e)Other-than small business This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
