***THE INTENTION OF THIS ANNOUNCEMENT IS TO NOTIFY INDUSTRY OF THE GOVERNMENTS INTENT TO SOLE SOURCE THE TELEMETRY SYSTEM WHICH IS PART OF THE SITE 1 IMPOUNDMENT PROJECT, CONTRACT #1 THIS IS NOT A SYNOPSIS FOR THE SITE 1 IMPOUNDMENT PROJECT, CONTRACT #1*** The US Army Corps of Engineers intends to solicit on a Sole Source basis under the authority of FAR 6.302-1, the telemetry (dam monitoring) system which consists of brand name components such as: ACE Programmable Logic Controllers, Firewall Routers, Data Loggers, Net Guardians, Logger Net Servers and Spread Spectrum Radios for the Site 1 Impoundment Project, D-525N (L-40 Levee Modification). The telemetry system allows many water control structures to be operated and monitored remotely. It will operate 24 hours a day and will be designed to operate during hurricanes and other severe weather conditions. D-525N (L-40 Levee Modification) will be part of a much larger system that the South Florida Water Management District (SFWMD) uses to remotely operate and monitor its structures. The anticipated dollar amount of the Sole Source System is $200,000.00. The components listed above have been specifically selected due to their performance interoperability as part of an entire telemetry system. Substitution with similar components could present a considerable risk to life and property. The system as a whole provides standardization in training, maintenance, warehousing and interchangeability during potential life threatening weather events. The Site 1 Impoundment Project is part of the Comprehensive Everglades Restoration Plan (CERP). The Project will capture and store local runoff during wet periods and then use that water to supplement water deliveries to the Hillsboro Canal during dry periods. Site 1 Impoundment Project, Contract #1 will include work associated with the reinforcement and upgrade to the existing L-40 levee along the section being used for the Site 1 Impoundment and a wildlife wetland area. The work is in Palm Beach County, Florida. A solicitation for the Site 1 Impoundment Project, Contract #1 will be issued on or about 10 June 2010 with proposals due on or about 23 July 2010. A determination by the Government not to compete this part of Site 1 Impoundment, Contract #1 based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
