- In accordance with the Federal Aviation Administration Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The FAA has a requirement to procure test, evaluation, and additional research and development engineering service tasks to support changes to the FAA-owned Honeywell SLS-4000 Global Navigation Satellite System (GNSS) Landing System (GLS) test bed. To support this work, modifications to the SLS-4000 test bed installed at the FAA William J. Hughes Technical Center are required. Hardware and software modifications to the existing controlled baseline configuration is required; in addition to analysis leading to changes in the existing monitor configurations, monitor allocations, creation of special test configurations, and maintenance support is needed. The objective of this proposed contract is to provide validation material to support validation of new Ground-Based Augmentation System (GBAS) performance and design requirements intended to support CAT III precision approach operations. The proposed requirement consists of three task areas: Ranging Source Monitor Performance, System Safety Documentation, and Prototype Software and Hardware Modifications. The SLS-4000 is a Honeywell product and the software and hardware designs are proprietary to Honeywell. Accordingly, only Honeywell has the necessary design documentation, system knowledge, and experience to make the modifications to the SLS-4000. A competitive solicitation will not be available for this procurement.
