- This is a revised Sources Sought to announcement A1000000302 issued December 7, 2009. GENERAL: The National Park Service, Department of Interior, is conducting a sources sought for the work described below. This notification is for market research purposes to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. The amount of interest will determine the possibility of a set-aside or full and open competition. This is not a request for proposal or invitation for bid. NPS would like interested parties to submit related project experience and resumes for key individuals to Rebecca Bizier at Rebecca_Bizier@nps.gov, or via fax to 303-987-5081 by close of business Monday, December 21, 2009. Clearly identify your firm's size status and provide your DUNS number in your response. Your response should also identify which geographic areas identified below your firm is interested in. The NAICS code for this work is 237310. Projects may be subject to the American Recovery and Reinvestment Act. PROJECT DESCRIPTION: Work will include, but is not limited to analysis of existing conditions, development of typical paving sections and paving mixes, any required permits, installation of asphalt pavement, concrete pavement, crack sealing, chip seal, aggregate base, shoulder treatments, ditch installation and/or repair, culvert repair, removal, and/or installation, striping and other pavement markings, rumble strips, signage, traffic control, pavement obliteration, guardrail installation, guardwall repair and/or installation, utility repair and / or replacement, bridge repair and /or replacement, and tree trimming and /or removal. Work may also include curbing, gutters, sidewalks, pedestrian trails, and multi-use trails. Work will potentially occur throughout the Northeast, Southeast, and National Capital Regions. The three regions contain over 200 sites that serve more than 100 million visitors annually. The parks of these regions contain thousands of historic structures and archeological sites, hundreds of miles of trails, bike paths, riverfront, seashores, scenic parkways, and historic canals, numerous statues, presidential memorials, historic forts, Civil War battlefields, and the White House. Despite ongoing repair and maintenance, the road and trail systems in these regions continue to deteriorate. The National Park Service (NPS) seeks interest from experts in the road construction industry capable of providing professional engineering services, construction document services, construction services, and ongoing rehabilitation services of the road and trail system networks. In some cases, recommendations for pavement treatments may have been developed. Work may include validating those recommendations and submitting alternate design recommendations when characteristics of materials, project conditions, weather, test results or other circumstances warrant adjustments. TYPE OF PROCUREMENT: NPS is exploring the possibility of soliciting and awarding several multiple year construction Indefinite Delivery / Indefinite Quantity (IDIQ) contract(s) to satisfy this need and is trying to determine the contractor interest, availability, and expertise for this type of requirement. The NPS is considering separating the work based upon the below geographic areas and dollar values into four multiple award pools of IDIQ contracts. These boundaries and contract values are subject to change based upon the responses received to this announcement and further market research. New England IDIQs: Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut with an estimated contract value of $10-20 Million per contract over the life of the IDIQ. Northeast IDIQs: New York, New Jersey, and Pennsylvania with an estimated contract value of $30-40 Million per contract over the life of the IDIQ. Mid-Atlantic IDIQs: District of Columbia, Maryland, Virginia, and West Virginia with an estimated contract value of $75 Million per contract over the life of the IDIQ. Southeastern IDIQs: North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Kentucky, and Tennessee with an estimated contract value of $40-50 Million per contract over the life of the IDIQ.
