- On or about 21 December 2009, this office will issue Request for Proposals for construction of the QUALIFCATION TRAINING (QTR), MODIFIED RECORD FIRE (MRF), AND MULTIPURPOSE MACHINE GUN (MPMG) RANGES, PN 71693, 72170 AND 72171, FORT CARSON, COLORADO. The solicitation will close on or about 4 February 2010. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. The NAICS code for this project is 236220. The small business size standard for this NAICS code is $33,500,000 in gross annual receipts averaged over the past 3 years. A tentative site visit date has been scheduled for 7 January 2010. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. _______________________________________________________________________________ Project Description: (Approx. quantities) Construct a standard design Qualification Training Range. Primary facilities include modified record fire range, automated sniper field fire range, combat pistol/military police firearms qualification course, and the multipurpose machine gun range, site development, control tower, class room building, ammunition breakdown building, bleacher enclosure, range operations and storage building, latrine, covered mess and building information systems. Construct a standard design Modified Record Fire (MRF) Range. Primary facilities include the MRF range, range operation and control area, range control tower, range operations and storage building, classroom building, latrine, covered mess shelter, ammunition breakdown building, bleacher enclosure, and building information systems. Construct a standard design Automated Multipurpose Machine Gun (MPMG) Range. Primary facilities include the MPMG range, site development, classroom building, ammunition breakdown building, bleacher enclosure, range operations tower, range operations and storage building, latrine, covered mess and building information systems. Supporting facilities include electric service, paving, site improvements and information systems. Request for proposal will be evaluated based on technically acceptable, low price offers. The estimated construction cost of this project is between $15,000,000 and $20,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required.
