Description
RECOVERY - The General Services Administration (GSA), Public Buildings Service (PBS) is seeking competent and qualified roofing contractors interested in providing offers for a Design-Build (DB) contract for the removal and replacement of multiple existing roofs located on the Denver Federal Center. Each roof will be replaced with a new cool roof membrane system. This new cool roof should stay at or near ambient temperatures even on the hottest summer day. This cool roofing will have radiative properties both solar reflectance and thermal emittance. Therefore, the majority of the solar radiation should be reflected back toward the sky with some being absorbed by the roof. The main goal for this project is to reduce the overall temperature of the roof and to increase energy performance of each building. NOTE: THIS PROJECT IS SUBJECT TO THE AVAILABILTY OF FUNDING. The purpose of this Sources Sought notice is to determine the appropriate level of competition in accordance with FAR 19.10, Small Business Competitiveness Demonstration Program. Information received in response to this notice will be used to make a determination regarding the use of full and open competition or to set aside the procurement as an 8(a), HUBZone, or Service-Disabled Veteran-Owned Small Business (SDVOB). The NAICS code for this project is 238160, Roofing Contractors with a small business size standard of $14.0 million. This NAICS code is identified in FAR Subpart 19.10, Small Business Competitiveness Demonstration Program. No solicitation exists at this time; therefore, please do not request a copy. If a synopsis or solicitation is released it will be posted in FedBizOpps at www.fbo.gov. It is the potential offeror's responsibility to monitor this website for any postings resulting from this Sources Sought. Should a procurement action arise from this Sources Sought notice, the resulting procurement(s) will be conducted under the American Recovery and Reinvestment Act and will be subject to unprecedented levels of transparency and accountability. Special contract terms and conditions will be implemented to accurately track, monitor, and report on taxpayer funds. This may include special Buy American Act requirements, additional contractor reporting requirements, and expanded Government Accountability Office (GAO) and Office of Inspector General (IG) access to contractor records. Roofing companies capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. Name, address, business size, and annual revenue for the past 3 years. Company status: 8(a), HUBZone, SDVOSB Affiliate information: parent company, joint venture partners, potential teaming partners. Proof of satisfactory past performance on roofing projects exceeding $10 million in value. Past performance must be within the last five years. Include contract numbers, project titles, contract value, points of contact with phone numbers and a statement to why the project is relevant to this sources sought notice. Statement that prime contractor would be capable of performing at least 25 percent of work (not including cost of materials, supervision, or project management) with its own employees as set forth in FAR 52.219-14, Limitations on Subcontracting. Provide examples of at least three (3) past roofing projects exceeding $10 million in value and were performed on large commercial or Federal buildings. Demonstrate adequate financial resources to perform the contract or ability to obtain them. State maximum bonding level per contract and aggregate. Experience in managing and coordinating subcontractors necessary to complete contractual requirements of commercial or Federal roofing projects exceeding $10 million in value. This should include qualified project managers and superintendents with proven experience on similar projects. Ability to provide or obtain necessary roofing construction and technical equipment. Knowledge of and past experience with Government construction regulations and OSHA safety standards. A positive statement of your intention to propose as a prime contractor on any solicitations that may be released as a result of this sources sought notice. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-12) as stated above. All responses shall be submitted to Rhonda Nelson at rhonda.nelson@gsa.gov no later than 10:00 AM, MST, December 28, 2009. Please reference "RECOVERY - DFC ROOFING, Notice Number GS-08P-10-JA-C-0010" in any response. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
