- NDBC Technical Services Statement of Objectives Sources sought for information and planning purposes for qualified and experienced sources for a contract vehicle that provides technical services for The National Oceanic and Atmospheric Administration's (NOAA) National Data Buoy Center (NDBC). The NDBC develops, operates and maintains a network of buoys and C-MAN stations called the NDBC Ocean Observation System of Systems (NOOSS) for the National Weather Service (NWS) at the John C. Stennis Space Center, Mississippi. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The NDBC is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that requires the contractor to provide integrated services comprised of Data Assembly Center (DAC), operations, engineering and support services. The proposed contract is anticipated to be a single award cost reimbursable contract. For the purposes of Small Businesses, the NAICS Code is 561210, Facilities Support Services, and the Size Standard is $35.5M. The incumbent contractor is SAIC. The current contract is No. QA1330-05-CQ-1035. A redacted version of the contract and additional information about NDBC's mission is available on the following website: http://www.ndbc.noaa.gov. Your response shall include the following information and can be submitted in your own format: Size of company, i.e., 8(a), WOSB, SB, Veteran, all others, number of employees, revenue for the past 3 years, relevant past performance on same/similar work dating back 3 years and your company's capability to perform the type of work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the attached NDBC Technical Services Statement of Objectives. Standard company brochures will not be reviewed. Submissions are not to exceed twenty (20) standard size typewritten pages. Also, please indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Responses should be submitted electronically to jeanette.spreemann@noaa.gov by close of business (5:00 PM EST) 12 January 2010. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis may be updated and/or may change prior to an official synopsis/solicitation, if any. ANTICIPATED PERIOD OF PERFORMANCE Base Period 1 January 2011 to 31 December 2011 with four option years Capabilities Packages: It is requested that interested small businesses submit a brief capabilities statement package (no more than 20 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed in the NDBC Technical Services Statement of Objectives. A generic capability statement is not acceptable. Please review carefully the NDBC Statement of Objectives attached. Your documentation must address, at a minimum, the following: (1) Company profile to include number of employees, revenue for the last 3 years, office location(s), DUNS number and a statement regarding current small/large business status and certification of 8(a) status and/or other small business status (i.e. VOSB, SDVOSB, WOSB, SDB, and HUB Zone). (2) Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the attached NDBC Statement of Objectives. (3) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the installation specified.
