- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Jacksonville District, US Army Corps of Engineers (USACOE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements to Water and Air Research, Inc, (WAR) 6821 S.W. Archer Road, Gainesville, FL 32608, to obtain environmental sampling and analysis services related to the US Navys Mayport NS dredging project. The 2010 103 evaluation of the Mayport Naval Station (NS) new construction dredging project is a retest of potential dredged material (DM) from Mayport NS turning basin that is proposed for disposal in the Jacksonville Ocean Disposal Dredged Material Disposal Site (ODMDS). The original testing was completed in 2009 by Water and Air Research and forwarded to USEPA Region 4 for concurrence. EPA gave partial concurrence for ocean disposal of most of the dredged material but has required additional sampling and analysis in order to provide a final concurrence for ocean disposal of materials from the Mayport Turning Basin. Due the critical importance of continuity in testing and tight schedules involved this work requires a contractor familiar with Mayport NS sediment sampling requirements with experience in sampling and analysis of NE Florida marine sediments. This service will be delivered to the Jacksonville District, USACOE. FSC Code is H291, NAICS Code is 541380, Size standard is $11 Million. The sole source determination based on WAR being the only eligible company that can deliver the desired service without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than December 18, 2009 C.O.B. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
