- Drydocking MLCA STD SPEC 8634_STD Contractor Performance Evaluation Survey Contractor Report of Government Property DoL Wage Determinations No. 2005-2247, Rev No. 9 Statement of Work Solicitation Package Sfandard Form 1449 The United Coast Guard Surface Forces Logistics Center has a requirement for several contractors to provide all technical expertise to assist with planning and executing the safe dry-docking and launching of a variety of vessels. The offeror must be familiar with 3,500-ton Synchrolift shiplift and transfer system and 8,000-ton Oakridge Floating Dry-dock (ARDM-1). A copy of the Solicitation with the Statement of Work is attached for review. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subparts 12.6, 13.106-1 and as supplemented with additional information included in this notice. Award will be made to offerors whose proposal represents the Best Value to the Government considering technical capability (experience and proposed resumes), past performance and lowest price. Technical capability and past performance are more important than price. This announcement constitutes the only solicitation; proposals are being requested at this time. Solicitation number HSG40-10-R-60010 is issued as a request for proposal. The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This procurement is set aside for, and will be competed as a Total Small Business Set Aside. The NAICS code for this solicitation is 336611 with a size standard of 1,000 employees. This requirement is being solicited with the intent of negotiating and issuing multiple awards Blanket Purchase Agreements (BPAs). Call Orders will be competed among the BPA holders. Firm Fixed Price call orders are anticipated to be awarded under the BPAs. This Period of Performance consists of a 12 month base period from date of award with an additional four twelve month pre-priced option periods. The Place of Performance is the U.S. Coast Guard Yard, Baltimore, Maryland. The selected contractors must be located within the Baltimore, Maryland geographical area, that is, Virginia, Washington, D.C., Maryland, Delaware, Pennsylvania and New Jersey to mitigate some anticipated short notice dry-docking which may occur on an emergency basis. This announcement constitutes the only solicitation. Therefore, please read this entire notice, the instructions herein, and the attached documents carefully. Offers shall include the firm fixed price for providing support for the Dry-Docking Officer Technical Services as requested under Services Price and Cost Section of the RFP. Offers must be submitted on company letterhead stationary indicating the firm fixed price for these services, broken out as rate per hour, labor category, and other direct costs if any; by line items as indicated per the attached price proposal format. A Company representative authorized to commit the company must sign this offer. Be sure to provide your Dun and Bradstreet and Taxpayer Identification Number with your proposal. The Department of Labor Wage Rates for services, Wage Determination No.: 2005-2247, Revision Number 9 is included in this solicitation and is applicable. All Dry-Docking Officer Technical Services shall be performed in accordance with MLCA STD SPEC 8634_STD (2004 Edition).
