- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MONTANA NATIONAL GUARD W9124V-10-T-4007 REQUEST FOR QUOTATION FOR CATERED MEALS 10 January 26 January 2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request is a one hundred percent set aside for small business concerns. The NAICS code is 722320 and the size standard is less than $7.0 million. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, Effective 1 June 2008 & Class Deviation 2005-00001. Offers shall propose a firm fixed price per meal for all catered meals listed in this synopsis. Synopsis: 1.The Montana Army National Guard (MTARNG) anticipates purchasing, not to exceed, 5,780 catered meals, consisting of: a.2,890 breakfast meals b.0 lunch meals c.2,890 dinner meals 2.These meals must be cooked at a non-military kitchen and delivered, ready to serve, to the military base. NO COOKING IS ALLOWED ON POST, so please do not call the Contracting Officer and ask if meals can be cooked on the military post. The answer is NO. 3.The meals will be served to a military unit on active duty for training at Fort Harrison, MT, during 10-26 January. 4.The not to exceed number of meals mentioned in paragraph one is based on 100% attendance. Actual attendance may vary and will be provided to the meal vendor as soon as available. The vendor will then adjust the actual number of meals to be served, and be paid for, accordingly. 5.If the planned training is unexpectedly canceled or shortened the vendor shall not serve or be paid for the cancelled meals. 6.If short notice cancellation of meals causes the vendor to incur otherwise non-billable costs for perishable food, the vendor shall be reimbursed for those food costs provided the food has no alternative business use and is itemized and approved by the contracting officer for reimbursement. 7.The vendor is responsible for delivery and serving (except for warming beverages) the catered meals in a dining facility, to be designated by the requiring unit, at Fort Harrison, Montana. 8.The required meal serving times will be provided to the vendor not later than five days prior to the beginning of each school. 9.The vendor will invoice materials by item, quantity, and unit price. 10.The anticipated contract award will consist of three contract line items Breakfast, Dinner, and Dinner Warming Beverages. 11. Some of the meals may be To-Go or Sack meals. 12.None of the meals will require field feeding. 13.The quality and serving sizes of the food served will be equivalent to commercially available prepared meals, and the variety of food served will be similar to the meals shown below on the Sample Menu. The entres shown on the sample menu are examples only equivalent substitutions are permitted. 14.The beverage and fresh fruit items shown on the attached Sample Menu are required menu items. 15.Dinner meals should include an option to include Warming Beverages, which should be priced separately. These will be warm beverages, soups, and light snacks which will, on request, be included with the dinner for serving, later in the evening, by the unit. 16.The condiments shown on the Sample Menu are required menu items. 17.The vendor will be required to provide napkins, eating utensils, paper plates, and hot and cold beverage cups. 18.The vendor is responsible for serving and portion control. Buffet style serving is preferred. Ala carte ordering is prohibited. 19.Meal pricing must include all overhead, delivery, and clean-up costs. Gratuity is prohibited. 20.Vendor will invoice meals by date and type. 21.Within this contract and in discussions about the contract the terms dinner and supper are used interchangeably to mean an early evening meal served between 1700-2000 hours. The provision of 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items (April 2002) applies to this RFQ. 52.212-3 Alt I clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation-- Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
