Description
The Bureau of Indian Education, Haskell Indian Nations University located in Lawrence Kansas is seeking to hire an Adjunct with Geographic Information Systems(GIS) Instruction and Lab responsibilities. In accordance with Public Law 105-337, Indian Polytechnic Institute Administrative System Act of 1998, the GIS instructor and research personnel will serve as a non federal employee for Haskell Indian Nations University. Position exercises responsibility to fulfill duties related to Geographic Information Systems program at HINU. Duties include teaching and lab responsibilities. This is a request for proposal (RFP) and will serve as the only request. No additional solicitation will issue from this announcement. Indian Preference, Veteran Preference, and EEO regulations applies to this requirement. Performance period for this position is January 4, 2010 through May 28, 2010. (145 calendar days) Contract Type: Firm Fixed Price Statement of work A.MAJOR DUTIES AND RESPONSIBILITIES Project Requirements: Vendor should have significant experience in the area of polar research, GIS technology and the academic discipline of geography. Vendor must have experience managing a computer research facility to include - ordering supplies, coordinating lab use, purchasing and installing equipment and software, coordinating student research, coordinating grant budgets, continuing the research on flight patterns and digital elevation models, support new initiatives for polar research, and teaching one to two geography classes.Vendors should possess a PhD or ABD in geography with expertise in GIS. A minimum of one year experience in polar research and experience with more than two GIS research applications and teaching experience. This knowledge is necessary to continue on-going research for the CReSIS polar research grant. Vendor must be able to draw from GIS experience to apply to new situations. Person should have experience in GIS and a working knowledge of ArcGIS software. They should show an ability to work well with students who help maintain lab and work on independent projects. Services will primarily be Monday through Friday during business hours.The vendor will also be required to undergo a background security clearance. Project scope:1. Preparation, teaching/lecturing two classes and one-on-one mentoring, grading, evaluating students in a lab and lecture based classes; 2. Assist with lab support and software (especially the ArcGIS license) and supplies; mentoring GIS-based projects for research and Haskell community purposes; 3. Assist with implementation of CReSIS and TCUP grants; 4. Maintain CReSIS research related to the melting of ice sheets; 5. Assist students in finding internship opportunities in GIS; maintain a research agenda incorporating research that will involve students in presentable and publishable research projects; 6. Assist students in preparing for and presenting research at national conferences. Deliverables: 1. Students will attend national conferences2. Students will prepare presentations on their research.3. CReSIS research will be completed.4. Update and/or install GIS software.5. Teach GIS course(s)6. Complete objectives for NSF TCUP grant.7. Represent Haskell's research facility at the University of Kansas and other appropriate venues. Physical location: Work will be performed on campus and primary setting in the Sequoyah Computer Applications Lab. Schedule: The work schedule will be primarily during standard business hours Monday through Friday. Employment Terms: The University reserves the right to terminate this contract based on unsatisfactory performance of vendor. Employee-vendor relationship: Vendor has no affiliation with Haskell. The applicable North American Industry Classification System (NAICS) for this requirement is 611310 with a size standard of $7.0M. Interested contractors who are certified and qualified to coordinate and work in the College Art and Sciences Department must be registered in the Central Contractor Register (CCR) @ www.ccr.gov.
