- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Air Force is seeking sources for a potential 100% set-aside for competitive 8(a), HubZone, Service Disabled Veteran-owned, or Small Business concerns. Competition for this procurement is limited to eligible firms within the following region which includes South Carolina, North Carolina, Georgia, and Florida. All other firms are ineligible to submit offers. IF ADEQUATE RESPONSES ARE NOT RECEIVED FROM THE ABOVE-MENTIONED CONCERNS, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. The applicable North American Industry Classification System (NAICS) code for the acquisition is 236220 -Commercial and Institutional Building Construction with a small business size standard of $33,500,000.00. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) system in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun & Bradstreet. Recommend registering immediately in order to be eligible for timely award. The Government requirement is for a streamlined means to complete a broad range of multiple disciplines including maintenance, repair, and minor construction projects ranging in value between $2,000 and $750,000, although this anticipated maximum per project could be exceeded. Work consists of providing all labor, supplies, materials, estimating software, supervision, transportation, equipment, and all else necessary to manage, and accomplish individual construction projects. The work involved may include, but is not limited to minimal (35%) design capability, carpentry, concrete, excavating, interior/exterior electrical, steam fitting, communications, plumbing, sheet metal, painting, demolition, fire detection/suppression, security alarm systems, HVAC, masonry, welding and may include hazardous material removal/abatement. The Government anticipates the contract being a Firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for design and construction efforts at Shaw AFB, SC, Poinsett Range, and Wateree Recreation Area. Work will be provided under multiple Firm-fixed price Delivery/Task Orders issued as provided in the parent IDIQ contract. Delivery/Task Orders will be issued using the Facilities Construction Cost Data Estimating System with a coefficient(s). All work shall be in strict compliance with the contract Statement of Work and specifications; and specifications and drawings for each Delivery Order issued under this contract. The contract will be set up for an initial Base Year and, potentially, four (4) One-year optional periods. The estimated value, maximum ordering limitation is $45,000,000.00 over the life of the contract. Prime contractors must be capable of securing payment and performance bonding in the range of $5,000,000.00 to $15,000,000.00 during a one year period. Significant sub-contracting opportunities can be expected to include a variety of trades: roofing, electrical, plumbing, carpentry, roadwork, painting, and masonry (this list in not all inclusive). Any potential qualifying firm interested in participating in this acquisition should submit a capability package identifying how they meet eligibility requirements and demonstrate experience in support of real property maintenance, repair, remodel, alteration, and/or minor or new construction to include industrial, commercial, and institutional facilities. Request interested firms respond to this notice and provide the following: (a) Firm's INFORMATION (name, address, phone number, Cage code); (b) Firm's INTEREST to qualify (e.g., prime contractor, teaming partner, joint venture, primary subcontractor). (c) STATUS (e.g., 8(a) including graduation date, HubZone, Service Disabled Veteran-owned, or Small Business concerns). d) CAPABILITY STATEMENT -interested contractors must demonstrate a history of relevant construction experience with a primary focus on IDIQ type contracts and simultaneous performance of multiple projects at different locations, and include a summary of relevant (multiple trade, multiple task order, construction projects), and recent (within past three years) performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/FAX numbers and e-mail addresses, and annotate in what capacity performed (e.g., prime, subcontractor, etc.); e) BONDING CAPABILITY on individual projects and aggregate requirements; f) PERCENT OF WORK the firm can commit to accomplishing construction with in-house (not subcontract) labor. Interested Contractors must provide the above information to the points of contact listed herein. Information shall be in sufficient detail for a decision to be made based on the criteria previously mentioned. Electronic responses shall be provided no later than Monday, 11 January 2010. It is imperative that firms provide the required information for capabilities to be accurately evaluated. Failure to submit all information requested shall result in a contractor being considered "NOT INTERESTED" in this requirement. This request for information (RFI) notice is issued for planning purposes. This is NOT a Request for Proposal (RFP). Responses to this notice will assist the Government in identifying potential sources. This notice does not obligate the Government to award a contract, issue a solicitation, or pay for any proposal preparation costs.
