Description
RECOVERY - This is a SOURCES SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS/QUOTES. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. THIS ORDER IS FUNDED BY THE RECOVERY AND REINVESTMENT ACT OF 2009. The National Institute of Standards and Technology seeks information on vendors that are capable of providing and installing a commercially-available PET-CT scanner system. If at least two qualified small businesses are identified during this market research stage, then the resulting procurement would be conducted as a small business set-aside. The forthcoming procurement will utilize American Reinvestment and Recovery Act (ARRA) funding. 1. BACKGROUND OF PROPOSED ACQUISITION: The Radioactivity Group (Ionizing Radiation Div.) is developing a suite of standards for quantitative Positron Emission Tomography-Computed Tomography (PET-CT). A necessary component of this work is the characterization of phantoms developed both in-house and by third parties, as well as basic studies to understand the components of uncertainty in PET imaging and the underlying physics that controls them. The instrument ("PET-CT Scanner") will be maintained as a National Standard for quantitative PET-CT and as a testbed for physics studies in PET-CT imaging. 2. DESCRIPTION OF ITEM TO BE ACQUIRED: The Contractor will provide and install a commercially-available PET-CT scanner system. The requirements for this project are: Installation planning and design work will be performed by the Contractor and will be subject to final approval of the Government prior to start of work. In addition to completing all necessary modifications to bring the rooms to compliance with the requirements set forth in the Contractor's Preinstallation Guide. The acquisition/analysis system shall have the following characteristics: PET component - System must incorporate time-of-flight (TOF). The system must have the capability of reconstructing imaging data with and without the use of TOF information. How to respond to this notice: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, Analytical Laboratory Instrument Manufacturing, as those sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture or sell such systems are requested to email a detailed report describing their abilities to peter.macaluso@nist.gov, with a courtesy copy to wanza.jonjo@nist.gov, no later than the response date for this sources sought notice. The report should include specifications and other information relevant to your product(s) or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indicate the number of days after receipt of order that is typical for delivery of these systems. 4. Indication of whether each instrument for which specifications are sent is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications to include current catalogue/published prices.
