Description
The U.S. Department of Labor/OASAM/OPS/Division of Job Corps A&E and Construction Services is seeking qualified 8(a) Contractors for the construction of a new male dormitory at the Gulfport Job Corps Center, Gulfport, Mississippi. This is a total 8(a) competitive acquisition for 8(a) firms serviced by the Mississippi District Office. The work will involve the construction of a new, conventionally constructed two-story, 150-bed Male Dormitory Building (approximately 33,786 GSF). This work shall also include, but not be limited to, miscellaneous site improvement in the form of general landscaping, concrete walkways, covered walkways, drainage, connection to all utility lines above and below ground as applicable) and site/security lighting for the new building. The period of performance is 420 calendar days from Notice to Proceed (NTP). Substantial completion shall be accomplished within 360 calendar days from NTP. The estimated cost range is between $5,000,000 to $10,000,000. Plans and specifications will be available on December 28, 2009, ONLY from the offices of Knodel Associate Architects, 257 State Street, Mobile, Alabama 36603. Contact Bruce D. Request for plans and specifications MUST be submitted, in writing, and directed to the A/E firm listed above to ensure proper handling of requests. Request must be accompanied by a $150 refundable deposit in the form of a check made payable to the U.S. Department of Labor. Bid Deposit refunds will be made prior to the award of a contract to those firms returning the bid documents, plans and specifications to the A/E in usable condition. Any additional shipping charge must be pre-paid, and COD request will not be accepted. Plans and specifications, and any addenda will be made available at several plans rooms for use by interested subcontractors and suppliers. The location of these plan rooms, and prospective bidders list will be available from the A/E following the Pre-Bid Walk-Thru. A Pre-Bid Walk-Thru is scheduled for January 12, 2010 at 1:00pm CST. This will be the only opportunity to visit the job site prior to the submission of bids. The Bid Opening Date is scheduled for February 9, 2010, at 2:00PM CST and will be held at the offices Knodel Associate Architects, 257 State Street, Mobile, Alabama 36603, POC, Bruce D. Knodel, AIA, (251) 433-1760. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $33.5 Million. This is a 100%, 8(a) Set-Aside competitive procurement. Bidders requiring an explanation or an interpretation of the solicitation, drawings, specifications, etc. must submit its request in writing to the U.S. Department of Labor, Contract Specialist, Eileen Garnett at garnett.eileen@dol.gov. by January 21, 2010 by 3:00PM EST. This will allow sufficient time for replies to reach all prospective bidders before the submission of bids. Bidders unable to comply with this calendar day requirement should bid this project according to its best interpretation of the plans and specifications and amendments. It has been determined that competition will be limited to 8(a) firms located within the geographic area serviced by the Mississippi District Office, and other 8(a) construction firms with a SBA approved bona fide place of business within the geographical competitive area and the assigned NAICS code. PROSPECTIVE BIDDERS ARE ENCOURAGED TO BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR). Information regarding registration can be found at http://www.ccr.gov.
