- Industry Questions as of 12/08/2009 This synopsis is for the C-5 Avionic Modernization Program (AMP)/ Reliability Enhancement and Re-engining Program (RERP) for the C-5 Weapon System Trainer (WST) and Cockpit Procedural Trainer (CPT) effort. This effort requires the modification of the C-5 WSTs and the CPTs both hardware (HW) and software (SW) to the AMP configuration as well as the development, modification and integration of the RERP for the C-5 WSTs and CPT to include both HW and SW. The basic contract will consist of the modification of WST #9 at Stewart ANG Base, NY, to the AMP configuration, and the Lackland AFB, C-5 CPT #2 to the AMP configuration with options to AMP the remaining three (3) WSTs and two (2) CPT. The basic contract will also include the development (HW/SW), proof of concept, installation, modification, demonstration, testing and certification of the RERP solution on WST #6 (Dover AFB, DE) with options to modify one (1) CPT and three (3) WSTs to the RERP configuration. The Government anticipates issuing a single award contract which includes options. The duration of this contract is anticipated August 2010 through December 2020. The Government will issue a future announcement to this synopsis on how prospective bidders can obtain technical data associated with this requirement to prepare a proposal. Once formal Request for Proposal is issued, all responsible sources may submit a response which, if received timely, must be considered by the agency. The Government reserves the right to cancel this notice at any time. Foreign participation is not permitted at the prime contractor level due to security access limitations.
