Description
The Department of Veterans Affairs, Office of Construction and Facilities Management is seeking Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) for construction associated with the VA Palo Alto Health Care System, Palo Alto, California, Project #640-424B, entitled, Phase 1B Site Utility Development. The VA Palo Alto Health Care System is located 3801 Miranda Avenue, Palo Alto, CA 94304. This procurement provides for all construction services including labor, materials, transportation, supervision and equipment necessary for the realignment of approximately 1800 lineal feet of the existing loop road, installation of approximately 870 lineal feet of a precast concrete utility tunnel with utility vaults, installation of a parallel electrical / telecommunication duct bank, installation of steam, condensate, chill water supply and return piping, installation of a 580,000 gallon above ground water storage tank and all pumps and piping associated with same. Project will also demolish an existing 200,000 gallon water tank, a 160,000 gallon fuel storage tank and a 1200 sf prefabricated metal building. Project is to perform all site preparation for the new generator and chiller buildings, landscaping and site restoration, including surface parking restoration. The applicable North American Industry Classification System (NAICS Code) for this project is 237110 and the Small Business Size Standard is $33.5 Million. The magnitude of this project is between $10,000,000 and $20,000,000. SDVOSB concerns must download ALL solicitation (plans and specifications) documents at www.fbo.gov on or about December 28, 2009. SDVOSB concerns must be registered at www.fbo.gov in order to download all solicitation documents. SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB concern at the VetBiz Vendor Information Pages at www.vip.vetbiz.gov. The SDVOSB must be registered in CCR and have a DUNS Number by registering for the Register to Receive Notification list at http://www.fbo.gov, the SDVOSB will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. SDVOSB concerns are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all amendments BEFORE you deliver/send your proposal to the designated person, place, date, and time. Only SDVOSB concerns may submit an offer, which shall be considered by the Department of Veterans Affairs. A Pre-Proposal Conference and Small Business Workshop are scheduled for January 7, 2010 at 10:00 AM local time at the VA Palo Alto Medical Center, 3801 Miranda Ave., Building 101, Room C1-100, Palo Alto, California 94304. All prospective bidders, consultants, subcontractors, equipment and material suppliers are invited. Because parking is at a premium, it is suggested that all those interested parties, arrive no less than one hour before the start of the conference. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Low Price Technically Acceptable (LPTA) method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised award may be made without discussion.
