Description
The Government intends to negotiate a Firm Fixed Price Requirements Contract for a managed electrical safety garment program for the Naval Facilities Engineering Command Mid-Atlantic (NAVFAC Mid-Atlantic).. The program will include rental of Hazard Risk Category 2 protective shirts, pants, and coveralls made with either Protera or TecaSafe Plus fabric; laundering, maintenance, repair, tracking and testing of the Category 2 garments; plus providing a minimal number of Hazard Risk Category 4 bib overalls, jackets, and hoods. Locations will include Naval Station Norfolk, Naval Support Activity, and Naval Amphibious Base Little Creek located in Norfolk, Virginia; Naval Air Station Oceana and Naval Air Station Annex Dam Neck located in Virginia Beach, Virginia; Portsmouth Naval Hospital and Norfolk Naval Shipyard located in Portsmouth, Virginia; Naval Weapons Station Yorktown located in Yorktown, Virginia; Philadelphia Naval Business Center and Naval Support Activity Phil! adelphia located in Philadelphia, Pennsylvania; Naval Support Activity Mechanicsburg located in Mechanicsburg, Pennsylvania; Naval Weapons Station Earle located in Earle, New Jersey; Naval Station Newport located in Newport, Rhode Island; Naval Submarine Base New London located in Groton, Connecticut; and Portsmouth Naval Shipyard located in Kittery, Maine. The period of performance will include a Start-Up / Phase-In Period of six (6) months, a Base Period of six (6) months, and four (4) Option Years. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items (Clinger-Cohen). The North American Industry Classification System (NAICS) code is 812332, Industrial Launderers, and the Federal Supply Classification Code is S209. The solicitation is expected to be issued on or around 22 December 2009 and will contain the entire Performance Work Statement, Evaluation Factors, and Instructions to Offerors delineating what information is required in addition to pricing. Note that each offeror will be required to submit samples of its proposed Hazard Risk Category 2 garments.
