Description
The U.S. Fish & Wildlife Service, Region 7, Alaska, intends to award a sole source, firm-fixed price contract with one base year and four option years to the University of Alaska Fairbanks, Museum of the North. The Service requires the Museum to identify vascular plant specimens, create a herbarium database containing taxonomic classification, mount and label specimens and forward information to the National Wildlife Refuge. The University of Alaska Fairbanks, Museum of the North has led all the major taxonomics studies of plants for the Kodiak Archipelago over the past 20 years. This Museum is the most familiar with the area of 2009 study operation based on research it has conducted within and adjacent to the refuge since the early 1990's. Furthermore, the Service maintains a challenge cost share agreement that requires partners to deposit their specimens and information to the Museum of the North. Contracting with another source would jeopardize the continuity and integrity of this project due to a deficiency in site-specific experience and knowledge required to meaningfully describe and interpret project results. Work description:The Museum will perform the following services:1. Identify species of vascular plant specimens collected on the Kodiak NWR in 2009; input specimen data into herbarium database; mount & label herbarium specimens; and email a copy of the database containing taxonomic classification and collection details for the approximately 450 plant specimens collected by the refuge in 2009. 2. Evaluate University of Alaska's herbarium records and the botanical literature to determine which new species were collected and documented to occur in the Kodiak Archipelago and in Kodiak NWR since 1975. Compile determinations and provide synonyms, in cases where taxonomy changed, input into spreadsheet format, email results to the refuge. Using these same resources, similarly annotated files will also be created listing the entire documented flora from both the Kodiak NWR and the entire Kodiak Archipelago. 3. Generate and deliver a report of results from the 2009 plant survey. Report to include summary; background information (brief description of objectives, study sites, methods); results and discussion-primarily regarding notable floristic finds; and bibliography. This notice is not a request for competitive proposals and the Government does not intend to accept proposals received. See Numbered Note 22.
