- REQUEST FOR INFORMATION 1. The purpose of this Request for Information is to acquire information regarding contractor's capability to provide support for the National Airspace System (NAS) Air Traffic Control and Landing System (ATCALS) infrastructure by deploying and installing upgrades of current and future aviation system technology. The contractor must have a demonstrated capability to work in, on, and around an operational airport facility, and a demonstrated capability to re-locate equipment and operations of a critical operations center from one facility to another without service interruption or system failures. The major tasks in this procurement are: ATCALS installation; and Re-location of all ATCALS from old legacy facilities to new air traffic control facilities. The scope of effort for this contract includes areas that are in the United States (US) and in foreign countries. 2. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 238210. The size standard for NAICS 238210 is $14M. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming parataners. The Government will use this information in determining its small business set-aside decision. 3. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication the US Air Force (AF) or 38 Cyberspace Engineering Group (CEG) will contract for the items contained in the RFI. 38CEG will not pay respondents for information provided in response to this RFI. 4. Air Force Space Command (AFSPC) 38 CEG is requesting information from industry to provide services for the NAS ATCALS infrastructure by deploying and installing upgrades of current and future aviation system technology. This RFI is part of a Government market research effort to determine industry capabilities to provide services for the NAS ATCALS infrastructure by deploying and installing upgrades of current and future aviation system technology. Please provide formal responses to the tasks listed below. Address your capabilities to accomplish the referenced tasks and provide highlights of successful past experience on similar government contracts within the past 5 years. a. Describe your capability to procure and install NAS ATCALS infrastructure. Description of capabilities should include your experience developing and fielding NAS ATCALS infrastructure by deploying and installing upgrades available for inclusion in the NAS ATCALS on the following: • Radar Approach Control (RAPCON). Air Force facilities that provide terminal, overflight, or enroute Air Traffic Control (ATC) service to Department of Defense (DOD) aircraft. Designation in NAS must include associated Very High Frequency and Ultra High Frequency (VHF/UHF) radio equipment available for DOD use. • Airport Surveillance Radars (ASR). Air Force terminal radar sensors available to provide radar data on terminal, overflight, or enroute aircraft movements to Federal agencies. • Control Towers. Air Force facilities providing service at joint-use airfields. Limit NAS certification to VHF/UHF radio equipment supporting civil operations. • VHF Omnidirectional Range (VOR), VHF Omnidirectional Range Tactical air navigational aid (VORTAC), and Low Frequency (LF) Non-Directional radio Beacon (NDB). Air Force-owned ATCALS which civil aircraft use for instrument approach procedures to joint-use airfields or which support the national airways structure. • Precision Approach Radar (PAR), Instrument Landing System (ILS), and Microwave Landing System (MLS). Precision instrument landing systems used to support Air Force operations into a joint-use airfield. • Standard Terminal Automation Replacement System (STARS). • Facility/Equipment Grounds. • Enhanced Terminal Voice Switchs (ETVS), Recorders, Indicators, Canopies, Backup Generators, Uninterruptible Power Supply (UPS), Radios, Antennas, Antenna Towers, Racks. • Weather Systems including airfield sensor packages and dissemination systems. • Glide-slope Station, Localizer, Tactical Air Navigation (TACAN), Ground Control Approach (GCA) Radar Set, Light guns, and Digital Voice Recording System (DVRS). • Control tower radio transmitters, receivers, and antennas. b. Request Contractor provide a full listing of all ATCALS equipment, by Government nomenclature and part number, that the contractor feels they are qualified to install. c. Please provide description of capabilities and experience on Information Requirements for the following: Airfield Clearance Requirements, FAA Regulations, Outside Plant Cabling, Frangibility requirements, and Airfield and Obstruction Lighting Requirements. d. Describe your experience in successfully incorporating remote maintenance in other systems or ATCALS equipment. e. Describe your experience implementing this type of logistics on ATCALS or other products. 5. The primary NAICS is 238210, however NAICS 237130 may also be used. Request Contractor provide a list of any other NAICs they feel are applicable. Contractor shall specify your business size status for each NAIC in your response. 6. Please provide your response electronically on no more than ten single-sided, single-spaced pages using 12-point, Times New Roman font, and minimum one-inch margins, in Microsoft Word format. Responses to this RFI are requested by close of business on 8 Jan 2010. All responses shall be unclassified and reviewed to ensure consideration of operational sensitivities.
