Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center is seeking sources that are able to provide contract support to assist the VA Web Solution Services (WSS) in the development, management, maintenance, and deployment of enterprise and program-specific web sites, web-based COTS products and customized web systems in accordance with standardized lifecycle processes such as Capability Maturity Model Integrated (CMMI). VA WSS supports highly visible and mission critical web-based applications with a high measure of quality, and requires a contractor team that can continue to sustain the current level of service by responding to business needs with expert knowledge of existing VA web-based systems. VA WSS customer-base includes program support offices across the VA's three major Administrations and Staff Offices. Contractor support includes the development, management, maintenance, and deployment of existing web-based applications. The scope of this effort is to demonstrate knowledge of the VA's legacy web applications and facilitate rapid response to urgent, ad hoc requirements originating from VA management. Work shall include application administration, web application architecture and design, and individualized response to customer help requests. Advocacy and maintenance of standardized lifecycle processes for VA WSS tasks and projects shall also be provided. VA WSS provides many web-related services including, but not limited to, the following: a)Web 2.0 Activities b)Web Site Review and Analysis c)Web Requirements Analysis d)Web Content Editing e)Web Enterprise Content Management System (Web ECMS) Support f)Customized Web Application Support g)Inquiry Routing and Information System (IRIS) Support h)IBM AppScan Support i)Inquisite Survey Support j)SharePoint Team Services Collaboration Support k)Web Operations Analysis and Support l)General Application Administration Support Contractors must have experience with the following systems, applications, and standards: a)Web Scripting Languages: ColdFusion, MS ASP, PHP, HTML/XML, JavaScript b)Databases: ANSI SQL, Transact SQL, MS Access, Sybase SQL, PL/SQL, Oracle, SQL Server 2000/2005 c)Server Operating Systems: MS Windows Server 2000/2003 d)Web Servers: IBM Web Sphere, Apache Web Server, Tomcat, Java Web Server, IIS 4.0, IIS 5.0 e)Application Servers: Autonomy/Verity K2, Interwoven TeamSite, Interwoven OpenDeploy, Interwoven Metatagger, IBM AppScan Enterprise, MS Groove Servers, RightNow eService Center f)Programming Frameworks: J2EE, MS.NET g)Programming Languages: Java, C++, Visual Basic, ASP.NET h)Graphics: Adobe Flash, Adobe Photoshop i)Collaboration: MS SharePoint 2003/2007, MS Groove j)Project Management Professional Certification k)Systems Requirements Analysis Approach - Requirements Definition Document (RDD), Requirements Traceability Matrix (RTM) l)Agile Testing/QA Approach - Test Plans, Test Procedures, Test Scripts m)Standard SDLC Methodologies (i.e. RUP) This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach.
