- The Bureau of Land Management (BLM), Division of Resource Services, National Operations Center, Denver, Colorado, has a requirement for services to conduct rapid ecoregional assessments on public lands located within the States of Arizona, Alaska, California, Colorado, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Washington, Wyoming, and Utah over the next several years. Regions assessed may cross State boundaries. The BLM intends to award multiple IDIQ contracts for these assessments services. Individual assessments will be contracted for as task orders and competed among the firms who have basic IDIQ contracts with the BLM for these services. Each task order will be completed in less than 18 months. Each task order will be for a firm-fixed-price and utilize a performance-based statement of work. At a minimum, these assessments, issued as task orders, will provide information and analysis necessary to determine the status of the following three categories of conservation values: 1) native species, 2) terrestrial ecosystems, and 3) aquatic ecosystems. These assessments will also determine the affect of the following four change agents: 1) climate change, 2) wildland fire, 3) invasive species, and 4) development in the form of renewable energy, conventional energy, and urbanization upon these conservation values. Rapid ecoregional services will include such items as 1) assessment of resource status, and quantification of risk from current and potential exposure to change agents; 2) collection and compilation of existing data; 3) geospatial analysis, modeling, and data management; 4) report preparation and meeting facilitation; and 5) stakeholder and cooperator engagement. The assessments will show the results in a spatially explicit format (maps) using geographic information systems (GIS) data. For some change agents, forecasts of future landscape and species change will be required. Individual task orders may include work for preassessments, assessments, data management, and information technology (IT) services. The GIS hardware and software will be located at the BLM National Operations Center in Denver and at least some contract staff will need to be available locally. The BLM intends to award multiple Indefinite-Delivery-Indefinite-Quantity (IDIQ) contracts. Specific statements of work will be competed among the holders of the IDIQ contracts and awarded as task orders. One of these multiple IDIQ contracts is reserved for small businesses and will be competed only among small businesses. The other multiple IDIQ contracts are being competed full and open, and all entities with an active DUNS number registered in Central Contractor Registration (CCR) system may compete for those IDIQ contracts. It is expected that seven or fewer IDIQ contracts will be awarded. The NAICS code for this acquisition is 541620, Environmental Consulting Services, with a size standard of $7 Million. The period of performance for the IDIQ contracts is one year with four option years from the date of contract award. It is estimated that each IDIQ contract will have a minimum total order amount of $100,000 and a maximum total order amount of $10 Million. This service is not considered to be commercial. The Request for Proposals (RFP) will be issued through this website on or about January 11, 2010 with responses due on or about February 11, 2010. Interested parties should download a copy of the RFP from this website and provide a written response by the due date and time indicated on the solicitation. Responses shall be delivered in a paper format by U. S. mail or delivery service at the address given. Email or FAX responses will not be accepted. Some of the statements of work to be awarded as task orders will utilize funds provided by the American Recovery and Reinvestment Act of 2009 (the Recovery Act). Unique provisions required for implementing the Recovery Act, including those for significant reporting and transparency requirements will be included in each IDIQ contract. Receipt of the contract by the successful contractor will be contingent upon that contractor meeting the requirements in Section 1512 of the Recovery Act. Questions may be emailed to Cheryl T.
