- Under a Blanket Sole Source Justification, the U. S. Department of Transportation (DOT) is placing advertisements, as described below, in Ebony and Jet Magazines (through Johnson Publishing Company). And DOT hopes to place future advertisements of the same nature, in some or all of the targeted publications listed below, in order to disseminate information concerning the Bonding Assistance Reimbursable Fee Program (BAP), which is intended to benefit Disadvantaged Business Enterprises (DBE) that are performing work under the American Recovery and Reinvestment Act of 2009 (ARRA). However, any publication or any business or any organization OTHER THAN the targeted ones listed below, which believes that it is capable of broadly and reliably reaching the target audience of DBEs through the publication of such advertisements concerning BAP, shall e-mail a Statement of Qualifications to James Mowery, at james.mowery@dot.gov, and to Loni Chinn at loni.chinn@dot.gov, not later than 4:15 PM Eastern Time, December 26, 2009. Details and background are given below. DOT established the Office of Small and Disadvantaged Business Utilization (OSDBU) in accordance with Public Law 95-507, an amendment to the Small Business Act and the Small Business Investment Act of 1958. OSDBU administers the provisions of Title 49, of the United States Code, Section 332, the Minority Resource Center (MRC), which has authority to establish a Disadvantaged Business Enterprise Bonding Assistance Program. The MRC also includes the duties of advocacy, outreach, and financial services on behalf of small and disadvantaged businesses. On August 28, 2009, OSDBU launched the Disadvantaged Business Enterprise American Recovery and Reinvestment Act of 2009 Bonding Assistance Reimbursable Fee Program (DBE ARRA BAP) to help DBEs to acquire and perform on ARRA-related transportation infrastructure contracts. In order to fully service the public, it is imperative that the communities this program is intended to serve are made aware of the opportunity to be reimbursed for fees and premiums paid to obtain bonds on qualified ARRA projects. To this end, OSDBU intends to purchase targeted advertisements in publications directed towards OSDBU’s customers in the DBE community. OSDBU has identified the leading outlets for each of its customer bases and would place advertisements highlighting the DBE ARRA BAP as well as other resources within OSDBU for DBEs. Each customer base has publications that specifically address the needs and concerns of its readership. OSDBU would choose where to advertise based on a publication’s reputation, circulation, and audience. Targeted publications include (but are not necessarily limited to): ~ Ebony Magazine ~Enterprising Women Magazine ~ Hispanic Business Journal ~Jet Magazine ~Minority Business Entrepreneur ~New From Indian Country ~Vetrepreneur Magazine Nevertheless, any entity OTHER THAN those listed immediately above, which believes that it is capable of broadly and reliably reaching the target audience of DBEs through the publication of advertisements concerning BAP, shall e-mail a Statement of Qualifications to James Mowery, at james.mowery@dot.gov, and to loni.chinn@dot.gov, not later than 4:15 PM Eastern Time, December 26, 2009.
