Description
Draft Performance Work Statement THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This effort is to seek qualified sources capable of filling the requirements of a full-service recruitment-advertising agency for the Air Force Reserve Command. Headquarters, Air Force Reserve Command is seeking information from industry regarding approaches and related risks associated with the Air Force Reserve Recruitment Advertising Program. The contractor shall provide all personnel, equipment, tools, materials, supervision, licenses and other items or services necessary to perform the management and operation for the Air Force Reserve Recruitment Advertising Program. The contractor will be expected to provide the advertising services included in the attached Draft Performance Work Statement. The acquisition strategy has not been determined at this time. A mobilization/orientation period will be included in this effort. The current contract type is a combination of firm fixed price and cost plus fixed fee and was awarded utilizing FAR 15. The NAICS code is 541810 and the size standard is $7 million in annual revenue. The proposed estimated $13-$18 million annual contract will include developing strategies for maximizing effective/efficient use of budget, conducting market research and analysis, recommending ad budgets and media mix, and integrating all advertising activities. We are striving for a Firm Fixed Price contract with reimbursable line item(s). An IDIQ with task ordering is a possibility. Request you provide your ideas/suggestions based on the capability statement information listed below. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail (only) no later than 15 Jan 2010 to Brenda.Pate@afrc.af.mil and include the following information in your Capability Statement. The Capability Statement should include the following elements and should not exceed 10 pages: 1. Prospective Offeror Identification: a. Company name and commercial and government entity (CAGE) code b. Address c. Phone Number d. Fax Number e. Email address f. Point of Contact information g. A website address that provides additional information about the prospective business h. Identify your company type as a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business and/or HUB zone business. Include your company's North American Industry Classification System (NAICS) code. Note: This Request for Information (RFI) is open to large and small businesses. Small businesses are encouraged to respond. A set-aside determination will be made upon completion of market research. 2. In the event that the Government issues a request for proposal (RFP) for this effort, request you identify your intent to submit a proposal or describe your likely level of participation. 3. Your capability statement should address the following, at a minimum: a. Provide a brief history of your business and experience. Address innovative approaches you would recommend for meeting the requirements identified in the draft Performance Work Statement. b. Provide you ideas/suggestions for the acquisition type. c. How are your current commercial/federal contracts structured? d. Do you see an avenue, considering the definition of a commercial item (FAR 2), to solicit this requirement under FAR 12 (Acquisition of Commercial Items)? e. Provide your suggestions on the criteria you would like to see tied to an Award Term type contract based on the Draft PWS. f. Provide your suggestions on the criteria you would like to see tied to a Firm Fixed Price or cost reimbursable type contract based on the Draft PWS. g. Furnish evidence of previous successful management and execution of other national personnel recruiting advertising programs.
