- Fleet Database Update This is a competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-10-Q-80028 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-32. The NAICS Code is 541990 and the Small Business size standard is $6.5M. This announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase Professional, Scientific, and Technical Services. STATEMENT OF WORK - Statement of Work is included as Attachment 1 to this notice. INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS This Request for Quotation is a solicitation expected to result in a single award, subject to receipt of an acceptable proposal. The Offeror's written proposal for the proposed Statement of Work (SOW) must include the following two (2) components: 1. PRICE PROPOSAL The Offeror shall provide a price proposal for CLINS 0001 - 0006 as cited below. 2. TECHNICAL PROPOSAL The Offeror shall provide a description of the work to be performed, technical qualifications, including résumés with related work experience as described below: • Prior experience: Demonstrated contractor experience in working with transportation noise and emissions impact models, particularly the Federal Aviation Administration (FAA) Aviation Environmental Design Tool (AEDT), in aviation noise and emissions impact modeling and analysis (10 pages or less, Times New Roman 12 font, double-spaced). • Technical Approach (Technical Merit): Demonstrated contractor experience in identifying database and data modeling improvements and capability of implementing those improvements in the required Fleet Database redesign work and final Database Definition Document (10 pages or less, Times New Roman 12 font, double-spaced). • Staffing: Team résumés (5 pages or less per résumé, Times New Roman 12 font, double-spaced). Any proposal that does not include responses to the three technical proposal requirements specified above shall be considered non-responsive to the solicitation. Award Criteria BASIS FOR BEST AWARD - BEST VALUE The Government intends to evaluate proposals and award a firm fixed-price purchase order, in accordance with the Statement of Work (SOW). Therefore, the offeror's initial proposal shall contain the offeror's best terms from a cost or price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. An award will be made to the source whose quote, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) technical qualifications per the technical proposal; and 2) the proposed price. It is the Government's intent to award a firm fixed-price purchase order based upon initial offers without entering into discussions or negotiations (except clarifications as described in FAR 15.306(a). Therefore, the offeror's initial proposal should contain the offeror's best terms from a price standpoint, reflecting ANY AVAILABLE DISCOUNTS. An award will be made to the responsive and responsible offeror whose offer will provide the greatest overall value to the Government in terms of technical qualifications and price. While it is the Government's intent to make award based upon initial offers, the Government may, nevertheless, determine during the evaluation period that it is necessary to conduct discussions. PRICE The Government will evaluate quotes based on the total price proposed for CLINs 0001-0006. ORDER OF IMPORTANCE Technical qualifications are significantly more important than price in the selection of an offeror for award. Notwithstanding this fact, offerors are cautioned not to minimize the importance of the price quote. The award will be made based on the following selection criteria, listed in descending order of importance: A. Technical Proposal Evaluation Criteria 1. Prior experience 2. Technical Approach (Technical Merit) 3. Staffing B. Proposed price for performing the work. Price proposal for each CLIN shall be in accordance with the attached Statement of Work. The items are as follows: CLIN 0001 - Fleet database Redesign in accordance with Task 1 and Task 2 of the attached Statement of Work 1 EA tiny_mce_marker_______________; CLIN 0002 - Travel Expenses - In accordance with Task 1 and Task 2 of the attached Statement of Work. Travel expenses shall not exceed $3,000.00 and shall not exceed the FTR rates 1 EA tiny_mce_marker________________; CLIN 0003 - Option 1, Fleet database Update - 4th Quarter FY'10 in accordance with the attached Statement of Work (03/01/2010), 1 EA, tiny_mce_marker_________________; CLIN 0004 - Option 2, Task Fleet Database Update - 2nd Quarter FY'11 in accordance with the attached Statement of Work (09/01/2010), 1 EA, tiny_mce_marker__________________; CLIN 0005 - Option 3, Fleet Database Update - 4th Quarter FY'11 in accordance with the attached Statement of Work (03/01/2011), 1 EA, tiny_mce_marker_______________; CLIN 0006 - Option 4, Fleet database Update - 2nd Quarter FY'12 in accordance with the attached Statement of Work (09/01/2011), 1 EA, tiny_mce_marker_______________; Total for CLINS 0001 - 0006 - tiny_mce_marker__________________. This is a request for competitive quotes. FAR 52.212-1, Instruction of Offerors-Commercial Items, is hereby incorporated by reference; Addenda are as follows: (b) Submission of offers (1) The offer must be marked with Solicitation Number DTRT57-10-Q-80028. (2) The time for receipt of offers is 10:00 AM Eastern Time on 12/16/2009. The signed offer must be submitted electronically, via email to Darcy.Hubbard@dot.gov. The offer should be addressed to Darcy Hubbard, U.S. Department of Transportation, Volpe National Transportation Systems Center, Acquisition Division, RVP-32, 55 Broadway, Cambridge, MA 02142. The Offeror must complete the Offeror Representations and Certifications required in FAR 52.219-1 by using the Online Representations and Certifications Application (ORCA) at the following website: http://orca.bpn.gov. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items are hereby incorporated by reference. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
