Description
The Naval Surface Warfare Center Panama City Division, Panama City, Florida intends to award a sole source firm fixed price contract to Tracewell Systems, 567 Enterprise Dr., Westerville, OH 43031 the following items: four (4) each Navigation chassis P/N 536-6501-F00-00; four (4) each universal keyboard (UKB) chassis P/N 536-6501-F01-00; four (4) each CDR Replace Chassis P/N 510-1171-F00-00. This purchase is not suitable for full and open competition for the following reasons. These items were specifically developed to meet the NAVSEA technical requirements as provided on the Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computer and Navigation (C4N) systems System Baseline Configuration 2 (SBC2) product specification during the product's initial development phase by Tracewell Systems. No other sources for these items currently exists. Tracewell is the only company that makes the these parts that will meet the form, fit, function and interchangeability requirements for the LCAC C4N systems. Developing another source for these items would be cost and schedule prohibitive as there would be significant engineering and testing costs (environmental) associated with the effort. The intent of the process is to provide maximum reasonable assurance that the mission can be completed and an accident will not occur. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement. Delivery will be the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Required delivery is (22) weeks from issuance of the contract. NAICS Code 334511 applies. Size Standard is 750 employees. FSC is AD95. Electronic quotes are encouraged.
