Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133M-10-RQ-0147. The U. S. Department of Commerce, NOAA Ship GORDON GUNTER, 151 Watts Avenue, Pascagoula, MS has a requirement for sleeping rooms in a AAA Three Diamond, or higher Hotel as follows: (2) rooms with king size beds, (6) rooms with 2 double beds for approximately 70 days beginning on approximately December 19, 2009 at the Federal Government per diem rate or less for the period. The NOAA ship GORDON GUNTER requires alternate berthing for crew and Officers in Mobile, AL while the undergoing shipyard repairs and will be uninhabitable due to the nature of the work being done to the interior spaces. The hotel shall be located within three miles of Bender Shipyard located at 265 S. Water Street, Mobile, AL 36603. The hotel shall be listed as a Fire Safe Hotel/Motel on the U. S. Fire Administrations website www.usfa.dhs.gov. The facility shall provided dedicated secured parking for up to 4 Government vehicles throughout the period. Check-out may occur at anytime as long as the Government provides 24 hours notice to the hotel. The Government shall only be charged for the days the sleeping rooms are occupied. This procurement is being solicited as unrestricted and full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order utilizing simplified acquisition procedures. The associated North American Industry Classification System (NAICS) code is 721110 with a small business size standard of $6.5 million dollars or less. The Federal Supply Class (FSC) is V231. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. NOTE: Offerors may include paragraph (b) through (k) with quote OR enter electronically at https://orca.bpn.gov/ and submit paragraph (f) with quote. CAR 1352.233-71 Service of Protests: Department of Commerce, NOAA, ERAD, Attn: Michele McCoy, 200 Granby Street, 8th Floor, Norfolk, VA 23510} CAR 1352.201-70 Contracting Officers Authority (MAR 2000); In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. Additionally, each offeror must obtain, and provide with the quote, their nine-digit Dun and Bradstreet (DUNS) number.
