Description
This is a Request for Information (RFI). The United States Transportation Command (USTRANSCOM)/TCAQ-R Scott AFB IL is preparing to acquire FAR Part 121/135 Air Transportation services, from Naval Air Station (NAS) North Island CA to/ from Naval Auxiliary Landing Field San Clemente CA. USTRANSCOM has not made a final commitment to procure the stated requirement and this RFI should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information. All information provided by the contractor will become property of USTRANSCOM and will not be returned. The primary purpose of the RFI is to seek sources capable of providing air transportation to move passengers and baggage via contractor-furnished aircraft, NAICS 481211. The following are the proposed contract requirements: 1. Instrument Flight Rules (IFR) equipped, multi-engine, and turbine powered aircraft. 2. The contractor shall have current FAA authorization certificate to operate over routes and into the airfields specified under both Instrument Flight Rules (IFR) and Visual Flight Rules (VFR) conditions and rules. 3. The aircraft must be able to communicate using Ultra High Frequency (UHF) radios, 4. Equipped with TSO-129A Global Positioning System or better. 5. Instrument Landing System (ILS). 4. Minimum aircraft size will be 19 passengers due to space limitations on the ground at the two airports 5. The plane(s) must have the capability to transport at least 135 passengers and baggage (combined total of 230 pounds each) one way in 3.5 hours. The flights are between Naval Air Station (NAS) North Island CA and Naval Auxiliary Landing Field San Clemente CA (176 miles per round trip). Flight time each way is about one hour (30 minutes flight time and 30 minutes ground time). Flights will be 5 days a week with a Tentative Schedule of the following - (The first number after the day of week indicates the estimated number of passengers carried North Island to San Clemente Island. The second figure is the estimated number of passengers traveling San Clemente Island to North Island). MONDAY AM 140/ 114, MONDAY PM 50/ 76, TUESDAY AM 75/ 19, TUESDAY PM 0/ 56, WEDNESDAY AM 60/ 0, WEDNESDAY PM 60/ 120, THURSDAY AM 40/ 20, THURSDAY PM 60/ 80, FRIDAY AM 115/ 100, FRIDAY PM 60/ 75 If the government schedules less than the required flights per week then the flights not utilized will be considered “reserved”: and may be rescheduled. The time and date for rescheduled “reserved” flights will be by mutual agreement between the contractor and Government. These trips shall be flown within six months of the Friday of the week in which the missed mission occurred. The contractor will be paid the monthly contract rate and “reserved" flights will be operated at no additional cost except for reimbursable expenses. The planned period of performance will be 1 Oct 2010 through 30 Sep 2011 with four option years. Please provide the following information and any other information you think might be helpful in the procurement of this air transportation. 1) Describe available aircraft and capacity with number of passenger seats and baggage capability for the requirement. 2) Does the aircraft have traffic collision avoidance instrument? If so what type? Does the aircraft have? 3) Does the aircraft have Global Positioning System or Instrument Landing System? If so what type? 4) Is your company certified under FAR Part 135 or 121 as an air carrier with aircraft with a minimum 19 seat plane? 5) Does your company have 12-months equivalent service in the type of aircraft proposed? 6) Is your business a small business? (1,500 employees or less) 7) If your business is a small business, what type is it? (Small Business, HUB Zone SB, SDB, WOSB, Service-Disabled VOSB) 8) What is your DUNS number and CAGE code? 9) What kind of problems are currently being encountered in your company’s segment of the airline industry? 10) What is the normal length of contract in your industry? 11) What are your usual cancellation charges and parameters, if a flight is cancelled by the customer? 12) How is your service usually priced? (Per hour, Per Mile, etc.) 13) What is the estimated price per week to provide required services, excluding fuel? 14) What type and amount of aviation insurance do you carry? 15). Combined Single Limit Liability? 16) What reimbursable expenses are generally paid by the contractor? 17) What are standard commercial practices if a contractor is late or fails to provide acceptable services? 18) Briefly describe your security policy. 19) What inspection methods are used to insure satisfactory performance?
