- The Defense Information Systems Agency (DISA), Network Services Defense Message Systems Division (NSD2) is conducting this Request for Information (RFI) as market research to determine sources with competencies to provide National Gateway Center (NGC) software maintenance and engineering services to support current and future organizational messaging capabilities and interoperability. The National Gateway Center includes the legacy message switching system, transitional messaging components (e.g., messaging gateways), and DMS infrastructure components. Technical services are required to provide operational technical and engineering support of the current organizational messaging infrastructure and engineering interoperability support of future messaging interfaces and/or replacement systems. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Tasking areas are not all-inclusive but are representative of the types of services required by the Government. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the National Gateway Center messaging life cycle software maintenance, engineering, and technical services contract. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Sources Sought: This Sources Sought Synopsis is requesting responses to the following criteria from small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 541712. In addition to Small Businesses, this Synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions, Small Business Joint Ventures, Consortiums and Teaming Partners. This Sources Sought Synopsis is issued to assist the agency in performing market research to determine whether or not there are two or more qualified and capable Small Businesses to provide the aforementioned service. Please note that contractor performance requires personnel with special clearance requirements. The National Gateway Center is in a SCIF. All personnel working on the contract must possess a current DoD Secret clearance (minimum). At least sixty percent of the proposed contractor staff must possess current DoD Top Secret clearance and SCI accesses (SI/TK/HCS/G) at the time of contract award. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 541712 are requested to submit a response to the Contracting Officer within 7 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include all relevant experience to include contract numbers, project titles and short description of relevant services provided, dollar amounts, and Government POCs with reference telephone numbers. Provide a list of the current contract vehicles your services may be procured from, to include the General Service Administration (GSA), Federal Supply Schedule (FSS) and any other government contract vehicles. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. Requested Information: Interested vendors are requested to submit a maximum 15 page statement of their knowledge, and capabilities to perform the following draft tasking areas, to include both personnel and corporate experience: * Software life cycle maintenance and operations technical support for the following National Gateway Center (NGC) legacy message switch components: Message Processor, Line Traffic Coordinator, Line Control Module, Line Terminator Unit, System Alarm Panel, System Command Console, Bulk Storage Subsystem, and Monitor Test and Status Subsystem. Note that the message switching software is approximately 40 years old, does not use commercial operating systems but performs many of the functions normally supported by operating systems, has been patched thousands of times, is unstructured and poorly documented, is written in a variety of older assembly languages, and implements a set of unique military messaging formats and protocols. Software must be maintained at the DISA Management Threshold of 99.9% reliability. * Software and database life cycle maintenance and operations technical support of NGC messaging support and transitional systems to include: Acceptance Test Procedures Replacement System (ATPRS), DMS Message Conversion System (MCS), Plain Language Address Distribution System (PLADS), and NGC tools (i.e. PLA-Tools, Directory Information Replication Tool, DMS Address List Utilities, DMS X.500 Certificate Utilities, X.500 Utilities, MFI/MLA CP-XP (MMC) Utilities, and NDN Automated Processing System (NAPS)). * Testing and validation of all DMS core and Product Review Team (PRT) non-core components, software, and system advisories (List experience for each specific DMS component). Testing requirements include component functionality verification, interoperability with other DMS components, DoD Information Assurance (IA) compliance, and analysis/re-creation of problems found in operational messaging systems. * Security and information assurance support to include: generation/maintenance of DIACAP documentation for the NGC enclave and DISA Fort Detrick Test and Development Facility (TDF) enclave; support for maintaining all associated system, enclave, type and individual component security certifications and accreditations; support to maintain DoD Security Technical Implementation Guidance (STIG) and IAVA compliance for all systems; administration and maintenance of IA support systems and databases, to include the Vulnerability Management System (VMS), Host-Based Security System (HBSS), component scanning and baselining using available tools such as Gold Disk and RetinaEye, and security Standard Operating Procedures (SOPs). *NGC operational support to include: troubleshooting of actual and potential problems and coordination to expedite resolution; assistance in generating and maintaining message routing changes; generation of implementation and cutover plans and operating procedures that minimize user impact and degradation message traffic flow; analysis and solutions for operational messaging problems, providing interim workarounds as needed; database and PKI certificate refreshes/synchronization; DMS Detailed Design generation, validation, and administration of the DMS enterprise detailed design repository; DMS Fortezza Security Policy Information File (SPIF) and Security Policy Translation Table (SPTT) updates; implementation support and training for software and hardware upgrades; and, analysis of message traffic flows and associated reporting. * System engineering statistical and feasibility analysis for DMS backbone re-alignment/re-sizing, system architectural changes, and new or modified messaging system interfaces. * Organizational messaging interoperability engineering support, for both US and Allied messaging systems, including analysis of new/modified messaging products' capabilities and assessment of impact to the messaging backbone; development, testing, implementation, and life cycle support of ACP 145 Allied messaging gateways and other Allied messaging interfaces; and, technical support for NATO, Combined Communications Electronics Board (CCEB), and other military messaging related meetings. * Organizational messaging capability assessment and system integration engineering to support future messaging requirements and system upgrades/replacement: organizational messaging requirements definition and analysis; evaluation of NGC component and/or system replacement proposals; transition strategy development and support; certification and accreditation support for new/modified components/systems. Note that this requirement will require the contractor to sign a non-competition agreement upon contract award that would prohibit their company from competing in any future NGC system replacement acquisitions. <h4 style="LINE-HEIGHT: 16.8pt"> </h4> <h4 style="LINE-HEIGHT: 16.8pt">Responses:</h4> Responses should include the (1) business name and address; (2) name of company representative and business title; (3) cost estimate for the technical services described above (broken out by base year and 4 option years); and (4) contract vehicles available to the Government for the procurement of products and services, to include General Service Administration (GSA) Federal Supply Schedules (FSS), or any other Government Agency contract vehicle and (5) contract type recommended (FFP, CPFF, CPIF, etc.) to satisfy the requirements for this program. The responses should be in a white paper format, no longer than fifteen (15) pages in length with one (1) appendix that consists of at least two current or past Government contract performance summaries, to include Government points of contact describing the vendor's relevant capabilities. Firms who wish to respond to this should send responses via email NLT 18 December 2009 at 5:00 PM CST. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. The responses should be sent to lindsey.mitchell@disa.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
