- Draft SOW This is a Sources Sought Notice. This notice is only a market survey for information which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The United States Agency for International Development (USAID), Office of Acquisition and Assistance (OAA) in Washington, D.C. intends to award a single award with a base period of three years with two one year options. The purpose of the contract is to assist the Bureau of Global Health (GH) by providing a full range of freight forwarding services related to the worldwide supply of products to USAID-supported global population and health programs in the developing world including family planning, reproductive health, and HIV/AIDS and other infectious diseases. Requested services include: shipping, consolidation, warehousing, shipment tracking, documentation, customs clearance, distribution, communications, reporting, troubleshooting, disposal, and billing. The purpose of this notice is to gain knowledge of interest, capabilities and qualification of various members of the Small Business Community to include Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran Owned Small Businesses (SDVOB), Historically Underutilized Business Zones (HUB-Zone), Small Disadvantaged Businesses, Women-Owned Small Businesses, and 8(a) Businesses. The type of solicitation to issue will depend upon the responses to this sources sought notice. It is USAID'S intention to find small business sources that are qualified and/or possess the capability to perform this type of requirement. It is envisioned that the final contract will be awarded as a fixed price w/economic price adjustment contract. The award amount is estimated between $40,000,000 to $50,000,000. Interested small business concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities (SOC), no later than January 5, 2010 by 12:00 pm EST. The expression of interest shall state the following: Name of Institution Mailing Address Telephone No. Fax Number E-Mail Address Web page - if available Contact Person and Title Type of Small Concern (e.g. 8(a), HUB-Zone, etc.) Year of Incorporation The SOC shall not exceed five (5) pages and shall include a brief narrative that demonstrates the company's capability to perform the requirements contained in the attached draft of the SOW. In the capability statement companies must address their ability to perform internationally in any setting. Only electronic copies of the expression of interest and the SOC sent to aharris@usaid.gov will be accepted.
