- This is a combined synopis/solicitation for commercial items prepared in accordance with the format in (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quote is for the purchase of thirty (30) Rock River Rifles (LE2070) 4.5" barrel w/equipment package to include a Rail System, Eagle industries soft case, three (3) additional thirty (30) round magazines, and cleaning kit as supplemented with additional information included in this announcement for the Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Central Office. The DOI/BIA Central Office has a requirement for the purchase of rifles for the BIA Office of Justice Services located in Muskogee, Oklahoma 74402. This notice is hereby issued as RFQ No. 00100016. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Darlene Dillon through electronic commerce or emailed to Darlene.Dillon@BIA.gov by the close of business, 4:30 PM Local (Washington, DC) time, Monday, December 14, 2009. This is a 100% set-aside for a Total Small Business Concern. The NAICS code for this acquisition is 332994. SUBMITTALS: All price quotes shall include an itemized list of the above specifications and options. The quoted price must include delivery/freight as FOB destination. CONTRACT CLAUSES: This notice is issued as RFQ No. 00100016. This RFQ will be purchased as a commercial item acquisition in accordance with FAR part 12. The following provisions and clauses are incorporated into this acquisition: 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offeror Representations and Certifications - Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders - Commercial Items. FAR Clauses are available on the internet website http://www.acqnet.gov/far. DOI/BIA Central Office requires all contractors doing business with the Government to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Applications (ORCA). For instructions on how to register in CCR and ORCA, please access the following website: http://www.bpn.gov. In order to register in the CCR and ORCA and become eligible to receive an award, all offerors must possess a DUNS and Bradstreet Number, which can be acquired free of charge at the website http://www.dnb.com.
