- Description
- The 642 ELSS proposes to execute, by means of other than full and open competition, a modification to the IBDSS IDIQ contract F19628-03-D-0019 to extend the Ordering Period to 31 December 2009. This action will enable follow-on support for AFCENT Security Forces in support of operational deployments in Southwest Asia (SWA), area of responsibility (AOR) for a period of 6 months by extending Order 0076 from 29 November 2009 to 28 May 2010. Due to the present situation in Afghanistan and Iraq specifically, SWA in general, and the urgent nature of force protection as a whole, the requirements necessitate the need to continue support that AFCENT is receiving from incumbent contractor, Northrop Grumman (NG). This action will provide the continuation of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) support currently awarded under the IBDSS contract F19628-03-D-0019 Order 0076. Any disruption, or elimination of the maintenance activities to the mission critical Intrusion Detection Equipment (IDE) would jeopardize the operations and base defense protection systems and subsystems which enable the protection of vital Protection Level (PL) assets. The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), in order to avoid unacceptable delays in fulfilling the agency requirements. The underlying action is an extension of services under FAR Part 17, Clause 52.217-8, Option to Extend Services
