- This announcement constitutes a Notice of Proposed Contract Action (NOCA), by the Electronic Systems Center (ESC), 350th Electronic Systems Wing, 950th Electronic Systems Group (950 ELSG), Hanscom AFB, MA, for a noncompetitive contract for the RapidEYE Upgrade to be negotiated with MacDonald Dettwiler Associates Ltd. (MDA) of Canada. The new contract will enhance Eagle Vision through the addition of the RapidEYE small-satellite constellation enabling the use of commercial remote-sensing imagery for persistent surveillance. RapidEYE can collect broad-area medium resolution (5-meter) imagery with a wide swath width of large areas for monitoring any place on Earth. MDA has the exclusive license to develop, market, and produce the downlink reception and processing algorithms and systems, and is therefore the only contractor able to perform the requested effort. This action is beingdone non-competitively based on 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, because the supplies or services required by the agency are available from only one responsible source.
