Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, Alaska VA Healthcare System. 2.Description of Action: This is a request for other than full and open competition for the emergency services to repair a cracked boiler that provides hot water for heating a Domiciliary in Anchorage, Alaska. There are two boilers, but during the winter months, it takes both to meet the heating demand. The service repair will be conducted with: Pinnacle Mechanical Inc 5821 Arctic Blvd, Unit D Anchorage, AK 99518-1636 (907) 336-4328 3.Description of Supplies or Services: Emergency boiler repair is needed to ensure that patients (and staff) at the Homeless Veterans Domiciliary has sufficient heating water to keep the facility warm during the winter. Last night (12/8) the low was approximately 7 F. 4.Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; (X) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: One of the two boilers at the Domiciliary has a cracked section. It is leaking water in the boiler room and is unable to maintain pressure and provide much needed hot water to heat the facility in the middle of the winter. Both boilers are required to keep up with the heating load at night. At such, it must be repaired immediately before it fails completely. 6.Actions to Promote Competition: In the future, the contracting specialist will conduct market research for any new vendors that offer this product. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 6,712. Previous purchase orders for similar work are 463-7533, $6067.86 and 463-PE4337, $5,945.85. The price is determined to be fair and reasonable. 8.Market Survey (FAR 10): None. In accordance with FAR 6.302-2, Unusual and Compelling Urgency. This contractor is a women-owned small business. 9.Other Considerations: The proposed contractor is the only one that has worked on the mechanical system in the Domiciliary since the VA acquired the building in the mid-1990's. They have worked on the boilers in the past, and are ready to go to work right away.
