Description
THIS IS A REQUEST FOR A PROPOSAL. It is the intent of the National Heart, Lung, and Blood Institute for the National Institute of Biomedical Imaging and Bioengineering (NIBIB) to negotiate and award a contract on an un-restricted, competitive basis for the maintenance service of an FEI CM120 Transmission Electron Microscope. The period of performance is for a year with potential for 4 option years. The service engineers should be sufficiently knowledgeable about the CM120 transmission electron microscope, to be capable of diagnosing and repairing problems. The CM120, which is a digitally controlled instrument, requires that the engineers be familiar with its software as well as its hardware. To obtain the high performance that is needed for obtaining high quality data for research, it is essential that a number of complex sub-systems operate together including: (1) the high-precision FEI Compustage, (2) the lens controls, and (3) acceleration voltage controls. They also need access to factory parts that are needed for repair of problems. The service engineers must be able to perform installation of electron optical components and electronic components with extreme care and extensive experience. The operation of the microscope depends critically on the quality of this procedure. The service agreement should be all inclusive (ex. labor, travel, living expenses, major parts coverage, system software and/or software upgrades applicable to Customer’s current configuration). Service should be available Monday through Friday, during normal business hours, with a targeted response time of 48 hours. Coverage should include all parts of the Equipment unless listed specifically. Services provided will be scheduled maintenance, unscheduled maintenance, telephone support, and replacement parts and components. The North American Industry Classification (NAICS) Code is 333314 and the Size Standard is 500 employees. Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed spoliation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to be updated annually as minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work.
