Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute for the National Institute of Biomedical Imaging and Bioengineering (NIBIB) to negotiate and award a contract on a sole source, noncompetitive basis to GE Healthcare Bio-Sciences, 800 Centennial Avenue, Piscataway, NY 08854-3911 for a service agreement for the BC 3000 Processing Unit, and the BC X Processing Unit 110V. The period of performance is for a year with the potential for two option years. The Dynamics of Macromolecular Assembly group is conducting collaborative research in the characterization of the thermodynamic and dynamic aspects of proteins and protein interactions. One of the major techniques applied n the research is surface Plasmon technology which enables the ability to study intricate protein-protein and protein-ligand interactions. This is a complex system that involved accurate and precise fluid flow and delivery and must be carefully calibrated to ensure optimum reliability. The two equipment systems that allow the ability to perform surface Plasmon experiments are the Biacore-X and the Biacore 3000. It is essential that the Biacore-X and Biacore 3000 are maintained in the best possible working condition. The equipment is carefully taken care of and maintenance is performed day to day. Many of the calibrations and adjustments need to be performed by a qualified expert. The contract includes one preventative maintenance visit for the Biacore-X and two preventative maintenance visits for the Biacore 3000 which alone saves time and money in trouble shooting and possible equipment downtime. The price of the contract covers all costs related to repair and maintenance including parts, travel and labor. Biacore service technicians are prompt, efficient, and very helpful. GE Healthcare is the sole provider for the service contract and only GE Healthcare Field Service Engineers are qualified to work on this equipment, including the software. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 811219 and the Size Standard is $7.0M. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
