- Contracting Office Address: Defense Finance and Accounting Service (DFAS) Contract Services Directorate (CSD) 3990 E. Broad St. Columbus, OH 43213 The Defense Finance and Accounting Services (DFAS) Columbus intends to solicit competitive proposals for the following 8(a) Set-Aside. This acquisition is being offered for competition limited to eligible 8(a) concerns. The associated North American Industry Classification system (NAICS) code is 541511. Interested 8(a) firms are encouraged to request a copy of the solicitation as expeditiously as possible since the solicitation package will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. The purpose of this acquisition is to acquire contractor technical support services for the DFAS Technology Services Cleveland (DFAS-TS/CL) and the DFAS MilPay Systems Transition Program Office, Cleveland, to replace the legacy systems including, but not limited to UMIDS, JDC2, JDC3, etc. as well as to provide the analysis and engineering/development associated with transformining current military pay systems into DIMHRS and DFAS Corporate Information Infrastructure (DCII). This includes the technical and engineering services needed for the Defense MilPay Offices (DMO) implementation of modern end-user applications in support of the DFAS military pay modernization initiative. It is anticipated that the period of performance for the awarded contract will be for a base period of 12 months and four 12 month option periods. Offers shall be evaluated on a Best Value basis.
