- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-10-T-0032 is being issued as a request for proposal (RFP). All responsible sources may submit an offer, which shall be considered by the Agency. This is a sole source requirement to The Mathworks Inc., 3 Apple Hill, Natick, MA, 01760-2098. The resulting award may be awarded as a Purchase Order or a Task/Delivery Order against an existing contract. The period of performance will be twelve (12) months from date of contract award. The resulting order will be issued as required, using commercial item procedures under FAR Part 12. CLIN 0001 will be issued for various MATLAB and SIMULINK software maintenance licenses, at various quantities. As this requirement encompasses a wide variety of MATLAB and SIMULINK software maintenance products, the full description will be provided upon request. The place of delivery, acceptance, and FOB point is Destination - U.S. Army RDECOM, Redstone Arsenal, Alabama, 35898. Any award resulting from this RFP will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation - Commercial items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In the event there are multiple responses, the following factors shall be used to evaluate offers: lowest price, technical capability to meet the Government requirement, and delivery. Clause 52.212-3, Offeror Representations and Certifications - Commercial items, OFFERORS MUST INCLUDE A COMPLETED COPY WITH THE OFFER; Clause 52.212-4, Contract Term and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 3PM, CST, 15 December 2009 in the contracting office, Building 5400, Room B140B, Redstone Arsenal, Alabama, 35898-5250. Facsimile quotes are acceptable at 256-876-1631 to the attention of Elaine Cameron. Quotes/offers received after the specified due date and time will not be considered for award.
