- RECOVERY--This Sources Sought Notice is issued under the American Recovery and Reinvestment Act (ARRA) of 2009 and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST). All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. NIST, Gaithersburg, MD is seeking information and potential Small Business sources that are qualified to construct a Robotics Test Facility. As a result of this Notice, the Government is not committing to award any contract at any time for the requirements herein. All small business organizations (Small Business, Small Disadvantaged Business, Women Owned Small Business, HUB Zone, and Veteran Owned Small Business and Small Disadvantaged Veteran Owned Small Business) are encouraged to respond to this notice. This requirement will be assigned a NAICS code of 236220, Commercial and Institutional Building Construction, with a small business size standard of $33.5M having performed a magnitude of construction between $1,000,000.00 and $5,000,000.00. The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14(b)(3) Limitations on Subcontracting. Background information on the requirement: (1) New Construction of a 10,000 SF building South-East of Building 245,NIST,Gaithersburg,MD that will be used as a Robotics Test Facility,(2) Utilized for testing of mobile robots,(3)Main area is a two story open bay (approx. 50' x 100') for testing and multipurpose use,(4) A smaller adjacent one story area will include space for fabrication, tools, data, operators, users and utilities, (5) Building facade will be predominately metal wall panels,(6)The Mechanical, Electrical, and Plumbing (MEP) work will include new HVAC,electrical and plumbing systems and site utilities, (7)The Contractor shall have a current Experience Modification Rating (EMR) of 1.0 or less. Interested parties shall provide proof of their current EMR from the National Council on Compensation Insurance (NCCI) or the corresponding State Agency with their response to this SSN,(8) The estimated schedule to start construction on this project is October 18, 2010 with an estimated completion date of November 1, 2011. A site visit is planned after the release of the solicitation. A performance and payment bond shall be required and must equal 100 percent of the original price. Interested firms that believe they have the capabilities necessary to accomplish this project shall provide the following information: company name, DUNS Number, address, point of contact, email address, and business type.
