- This publication constitutes a Broad Agency Announcement (BAA) ascontemplated in the Federal Acquisition Regulation (FAR) 6.102(d) (2). Aformal Request for Proposals (RFP), solicitation, and/or additional informationregarding this announcement will not be issued. The Director Defense Research & Engineering (DDR&E) Complex Systems Office(CSO) has been created to find, demonstrate, transition, and transfer the bestoperational concepts and technology solutions for transformational, joint, andcoalition warfare. The office accomplishes this mission with the vision ofaccelerating cutting-edge technologies to the warfighter by processes andstructure that allow for speeding the discovery, development and delivery oftechnology and concepts for sustained military capabilities with an emphasis oncapabilities that are innovative, transformational and joint. By partnering with Services, Agencies and Coalition elements, the CSO providesthe best capabilities to Joint and Coalition warfighters by seeking the verybesttechnical and operational concept solutions from Defense, industry andacademic sources. Through leveraging 'try before you buy' demonstrations, exploring 'test toprocure initiatives and forging partnerships to create new technology andoperational concept solutions for warfighters and combining improved businessprocess to operationalize innovation faster and safer than any other process. The SPAWAR Systems Center, Atlantic (SSC Atlantic) will not issue paper copiesof this announcement. SSC Atlantic reserves the right to fund all, some, ornone of the proposals received under this BAA. SSC Atlantic provides nofunding for direct reimbursement of this proposal development costs.Technical and cost proposals (or any other material) submitted in response tothis BAA will not be returned. It is the policy of SSC Atlantic to treat allproposals as sensitive, competitive information and to disclose their contentsonly for the purposes of evaluation. All research procedures must be in compliance with United States Federal,State, and Local laws, including Institutional Review Boards. A copy of the BAA is posted at the SPAWARSYSCEN Atlantic E-CommerceBusiness Opportunity webpage at https://e-commerce.sscno.nmci.navy.mil/.The submission dates are contained in the attached BAA document. This BAA shall be continuously open announcement valid throughout the periodfrom the date of issuance December 11, 2009 through 28 September 2012,unless announced otherwise.
