Description

The National Oceanic and Atmospheric Administration (NOAA) Acquisition & Grants Office, Western Acquisition Division - Boulder intends to negotiate, on a sole source basis, under authority if FAR 13.106-1(b)(1) along with Statutory Exception 41 U.S.C. 253 (c) (1) only one responsible source, the Regional Transportation District (RTD) for Eco Pass permits. The Eco Pass permits allow employees of the Dept of Commerce Boulder Labs to utilize the services of the RTD at no cost to the employee. The sole source determination is based on the fact that RTD is the only source of bus transportation and the permits covering the Denver and Boulder area. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contract within 7 days after the publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communication are not acceptable in response to this notice.
